The Ability chosen for this build is Unburden. This lets Sceptile double its Speed stat after it uses up or loses its held item.
The item chosen for this build is a Focus Sash. This lets Sceptile survive one hit and get a Swords Dance boost off. If Sceptile is brought down to one HP from full health, it will get used up and activate Unburden.

Leaf Blade is its strongest Grass-type STAB move that has an increased critical hit chance.
Acrobatics is a very powerful coverage move once Sceptile's Focus Sash has been used up. After Sceptile loses its Focus Sash, Acrobatics goes from a 55 BP move to a 110 BP one.
Rock Slide lets Sceptile counter the Pokemon that it is normally weak to. It also has a chance of flinching the target, causing them to miss their turn.
Swords Dance boosts Sceptile's Attack stat by two stages, making it a very threatening sweeper once Unburden is active.

Rock is the best Tera Type for this build because it removes Sceptile's weaknesses while also making it resist Fire, Flying, and Poison attacks.
Best Rock Type Pokemon
A full 252 EVs are placed into Sceptile's Attack and Speed to make it hit as hard and fast as possible. Since we want Sceptile to be as frail as possible, the extra 4 EVs are put in its Sp. Atk so that it doesn't go into one of its defensive stats instead.
In order to make Sceptile as frail as possible and ensure that Focus Sash is activated, a Naughty nature is used to reduce its relatively higher Sp. Def stat.

In order for Sceptile to activate Unburden, it will need to be brought down to one HP and have its Focus Sash activated.
Don't use Sceptile against fast Pokemon that don't do enough damage to activate Focus Sash, or else it will get knocked out before it can get any meaningful damage off.
Use Sceptile as an offensive switch in against Pokemon that can't outspeed it once Unburden is active so that it can clear the way for your last Pokemon to get a clean sweep.

Thundurus makes for a perfect partner for Sceptile, with Swagger being able to trigger Sceptile's Mirror Herb. It can also provide Speed Control with Thunder Wave, as well as access to Prankster Taunt to lock down set up strategies.
Incineroar and Urshifu Rapid-Strike Style round out the back end of the team being able to provide defensive support with Intimidate, Fake Out and Parting Shot, and offensive support with Surging Strikes.
