Flygon's only ability is Levitiate. This makes it immune to anything that requires Flygon to be grounded, like Ground-type attacks, Terrain, or grounded hazards like Toxic Spikes.
The item chosen for this build can either be a Choice Band or a Choice Scarf. If you prioritize Attack, then go with a Choice Band. If you prioritize Speed, then go with a Choice Scarf.

Earthquake is its best Ground-type attack with no downsides.
Outrage is its best Dragon-type attack that will confuse Flygon after 2-3 turns.
Stone Edge helps Flygon cover for Ice-types that it is very weak too.

Steel is the best Tera Type for this build because it turns all of Flygon's weaknesses into resists. It also doesn't have to worry about Ground-type attacks thanks to its ability Levitate.

A full 252 EVs are put into Flygon's Attack and Speed to make it hit as hard and fast as possible. The extra 4 EVs are placed in its HP to help round out its bulk.
A Jolly nature is preferred to help Flygon outspeed as many Pokemon as possible.

Flygon's only ability is Levitiate. This makes it immune to anything that requires Flygon to be grounded, like Ground-type attacks, Terrain, or grounded hazards like Toxic Spikes. With Tera Poison, it gains a valuable immunity to Ground-type attacks.
Choice Scarf is chosen for this build, as it will have to trigger Metagross's Weakness Policy quickly with Bulldoze.

Bulldoze is an effective means of Speed Control, especially when Flygon is paired with Flying-type Pokemon or Pokemon with Clear Body.
Breaking Swipe is a strong option for reducing the effectiveness of opposing Physical Attackers. This also has synergy with Clear Body Pokemon.
Thunder Punch helps Flygon against bulky Water-types who might intend to wall it.
U-Turn lets Flygon pivot out of any bad situations.

Poison is the best Tera Type for this build because it leaves Flygon with only one weakness, Psychic. Levitate gives Flygon an immunity to Ground-type Moves.

Pokemon Scarlet and Violet introduced a lot of new fast Pokemon that counter Flygon, like Flutter Mane and Chien-Pao. Make sure to save Terastallization to help Flygon deal with these tough matchups.
Flygon appreciates teammates who can knock out its bad matchups to help it have a strong endgame.

Sneasler with a Normal Gem and Fake Out can be used as an effective offensive lead to deal with Flygon's Ice and Fairy weaknesses.
Chien-Pao can then be brought out to get a revenge kill on whatever Pokemon is brought out to knock out Sneasler.
With any major threats taken care of, Flygon should be able to close out a good endgame since there is only one Pokemon left on the opponent's side.

Flygon has plenty of synergies with a partnered Metagross. It can trigger its Weakness Policy and provide Speed Control with Bulldoze, and reduce the effectiveness of opposing Physical Attackers with Breaking Swipe, all without threatening Metagross.
Incineroar and Rillaboom are powerful Pokemon to have in the back of your team, being able to offer Fake Out support, as well as being able to be counted on for decent damage.
