Penny appears alongside Arven and Nemona in Pokemon Scarlet and Violet DLC's Epilogue. The epilogue takes place in Kitakami after completing the base game's postgame event and both The Teal Mask and The Indigo Disk DLCs.

Penny is fought in a Double Battle alongside Arven in Mossui Town under Pecharunt's control. Her Pokemon are generally defensive-oriented and will often spend more time using Baby-Doll Eyes to lower your Pokemon's physical attack.
As a result, it's best to use a special attacker against both her and Arven. A Modest natured Flutter Mane holding a Booster Energy with moves such as Moonblast and Mystical Fire can make short work of both Umbreon and Leafeon, while Sylveon's lack of recovery means it's easily worn down by repeated Moonblasts.

After taking down the 5 Team Star Bases, it is finally revealed that it has been Penny guiding you all along. Further, the reason she wanted you to take down Team Star, was because it was her own organization that had gotten out of control. Penny decides if you can take her down, as the founder of Team Star, it will finally signify the end of this troubled group.

As all of Penny's Pokemon are mono type, it is easy to work out the type matchups for each of them. If you were able to take down Clavell in the previous battle, your Pokemon should be a suitable level to take on Penny as well. If you are using super effective moves a slight level gap should be no problem either, so make sure each of your Pokemon have 3-4 different types of damaging moves.
Type Chart:All Matchups and Effectiveness
Vaporeon's Water Absorb, Jolteon's Volt Absorb and Flareon's Flash Fire abilities allow them to recover HP instead of taking damage when they are hit by a move of their respective types. Although it is generally a bad idea to use the same type of move as your opponent's Pokemon's type due to it usually being resisted, take extra care not to accidentally activate their abilities.
If you take advantage of a Gardevoir with the Trace Ability, you can turn their own ability against them, by becoming immune to their best STAB attacks. If you already have one it would be a great idea to use it in this battle.

Penny is a shy girl, who is one of the students at the academy. Though she is in the same grade as you, she doesn't seem to come to the academy very often, and doesn't even sport the academy's uniform. At the beginning of the game, using an alias, she tasks you with taking down all 5 of the Team Star Bases.
She is easily identifiable by her hair color and fluffy Eevee backpack that she is always seen wearing. Penny's outfit suggests that she may be into music and art.
Guide To The Three Stories
Penny's name could be derived from 'Peony'. Her name in other translations are also consistent with being variations and translations of Paeonia, which comprises of all Peony plants.
