The best ability for Ninetales in Tera Raid Battles is Drought. This will power up Ninetales' Fire type moves while also lowering damage dealt by Water type moves. With the use of Weather Ball, Ninetales effectively has a 100 BP Fire Type move under Sun.
Ninetales also gets access to Nasty Plot and Fake Tears, amazing buffing moves that will allow Ninetales to consistently deal damage.
We also recommend getting a Ninetales with a Fire Tera Type to boost the damage of Ninetales' Weather Ball. As a Special Attacker, a Modest Nature would be best to ensure it hits as hard as possible with its special moves.

Tera Raid EV spreads should lean towards bulky offense. Max out your Sp.Def and Sp.Atk EVs, while adding the remaining EVs into HP. Give it a Shell Bell to help Ninetales recover HP when it attacks.

Start the Tera Raid by setting up your buffs with Nasty Plot and Fake Tears gauge the Raid Boss' behavior to see how it likes to clear buffs and react accordingly.
Make sure to use Sunny Day again once it runs out and then deal damage with Weather Ball while also building up Tera Orb Charge. When you have enough Tera Orb charge, terastallize into a Fire-type and keep using Weather Ball to damage the Tera Raid boss' shield and finish it off!

This build focuses on helping out allies' damage with Fake Tears and Helping Hand to deal the most damage that they could.If you don't need to do so, you also have an option to attack instead with Weather Ball.
We also recommend getting a Ninetales with a Fire Tera Type but as you're most likely not Terastallizing if you're running support. As a Support, a Calm Nature would be best to ensure it can take Special Attack hits.

This Build focuses setting up Sun with Drought and Sunny Day. This will help out other Fire type attackers and other Pokemon that could benefit from having Sun up.
You can then debuff the Raid boss by using Fake Tears to shred its Sp.Def. You can also use Cheers to help out the party with buffs or healing.
After your debuffs have been set, you can pivot into an attacking role in order to help dish out damage with Weather Ball.
Ninetales is an amazing Pokemon moveset lets it focus on supporting ally Pokemon. Here's some moves we could recommend that could help in certain types of raids.

How to Make Best Ninetales Tera Raid Build |

You can catch a Vulpix with a Fire Tera Type at Timeless Woods.
Make sure to bring a Pokemon that has False Swipe and can inflict a status effect to make it easier to catch.
You then need to evolve Vulpix with a Fire Stone. The Fire Stone can be bought at Mesagoza's Delibird Presents.

If the Ninetales build you are following requires it to have a different Tera type, you will need to have 50 Tera Shards of the type you need, and bring it to Medali to have your Pokemon's Tera Type changed.
If it has a different nature, you can use Mints to change Ninetales' Nature.
Use a Modest Mint for the Fire Tera attacker build, while you can use a Calm Mint for the Support build.
The easiest way to get Mints is by buying them from the Chansey Supply shop at Mesagoza for ₽20,000 each.
How to Change a Pokemon's Nature
If the build you are following requires it to have its Hidden Ability, you can use an Ability Patch to give Ninetales its Hidden Ability.
Ability Patch Location and How to Get
EV train Ninetales according to the build's EV spread using Vitamins, Mochis, or the traditional way with Power Items and battling Pokemon with the right EV yield.
Vitamins can be bought at any Chansey Supply shop and it will cost you ₽530,000 to fully train a Pokemon. Meanwhile, Mochi can be obtained through the Ogre Oustin' Minigame.
If you have the money for it, you can just buy 26 Iron (for Def) or Zinc, 26 Calcium (for Sp. Atk), and an HP Up (for HP). All of these items can be bought at a Chansey Supply shop and it will cost you ₽530,000 in total. You can also use Mochis in place of the Vitamins.
Alternatively, you can use Power Items that you can buy at a Delibird Presents shop for ₽10,000 each. Have your Pokemon hold the respective Power Item while defeating the Pokemon listed below.

After EV training it, head to Montenevera and talk to the man with an Abomasnow near the Pokemon Center. He will hyper train your Pokemon using Bottle Caps.
A Bottle Cap can be bought at the Delibird Presents shops for ₽20,000 after getting 6 Gym Badges. 1 Bottle Cap is needed for each stat that will be maxed out.
