Technician is the chosen ability for this build to boost the damage of Scizor's Bullet Punch and Dual Wingbeat.
Sitrus Berry allows Scizor to heal back some health after losing half of its HP. This helps it stick around in battle longer and continue to threaten opponents with its Technician boosted attacks.

Steel is the best Tera Type for Scizor since it boosts the damage output of Bullet Punch while also being a great defensive typing.
A mixed EV investment into its bulk allows for Scizor to tank hits better and stick around the battle longer. The rest of the EVs are placed into Attack and Speed to slightly boost its damage and to help it outspeed any slow Pokemon that invested in Speed EVs.

Stellar is the best Tera Type for this build because it boosts the damage of all of Scizor's moves without having to commit to a bad Tera Type defensively.
Although, there are times when Scizor would prefer a Steel Tera for consistent Bullet Punch boosts or a defensive Water Tera to resist its Fire weakness.
Note that even if it's a Stellar Type, it will keep the defensive properties of its Bug/Steel typing.
A full 252 EVs are placed in Scizor's HP and Attack to make it as bulky as possible while still being able to hit hard. The extra 4 EVs are put into its Sp. Def to help round out its bulk.
An Adamant nature is preferred to maximize Scizor's damage output.

This build combines the attack boost from Technician and the damage boost from Choice Band to deal hard hits without having to use setup moves like Swords Dance. Scizor's Bullet Punch gains 50% STAB from its Steel typing, a 50% damage increase from Choice Band, and an additional 50% damage increase thanks to Technician.
Terastallizing Scizor to a Steel type further increases this damage output by another 50%, bringing the total damage increase to 200%, or a whopping 3x Damage increase on top of a +1 Priority!

Technician is Scizor's best Ability, which powers up its best move, Bullet Punch.
Scizor's Held Item of choice is Clear Amulet, which can prevent Intimidate Attack Drops.
Bullet Punch is Scizor's main STAB move, which pairs nicely with its Technician Ability. Swords Dance is great for passive turns when opponents are using Protect in anticipation of Fake Out. Scizor gets Protect of its own, which is all around a useful tool in Double Battles.
Close Combat is used on Fighting-weak Pokemon like Kingambit, Tyranitar, Iron Bundle, and Tera Steel Gholdengo.
Tera Water is chosen for this build so that Scizor gets a resistance to Fire, which it is normally 4x weak to.
A full 252 EVs are put into its Attack and Speed so that it hits as hard and quick as possible. 4 EVs are put into Special Defense to give it a little more Special bulk.
An Adamant Nature is chosen for this build, as it ensures that Scizor will always hit as hard as possible.

Scizor's ability Technician, combined with its priority moves allows it to hit hard while ignoring Speed, allowing you to make quick work of your opponent's Pokemon if they already sustained damage from your other Pokemon. Using Bullet Punch or Quick Attack against damaged opponents can knock them out without them having the chance to strike Scizor.
Scizor's dual typing allows it to resist 9 types, with its only weakness being Fire-type. This means that you can effectively go up against most Pokemon, given that they do not have a Fire-type move. If up against a Pokemon with a Fire-type attack, you can safely switch out Scizor through U-Turn, giving you time to switch to your other carries while still dealing good damage thanks to STAB.
Scizor works best as a Late Game Sweeper, so lead with hazard setters or tanky Pokemon that can dish out a good amount of damage before fainting, leaving the cleanup work to Scizor and its priority moves.

Sableye has access to Prankster Will-O-Wisp, which can cripple opposing Physical Attackers. Sableye's Quash can also help Scizor attack before the opponent's Pokemon. Its Fake Out can also get Scizor the turn it needs to set up Swords Dance.
Wash Rotom or Sylveon can switch in for Scizor when it is in danger of a Fire-type attack and you don't want to commit your Water Tera yet. Both of these Pokemon are reliable to have for the late game.

Thanks to the new Terastallize mechanic, Scizor can change its Tera type to remove its 4x weakness to Fire. Instead of relying on Fire-type Pokemon to counter Scizor, you can also use Pokemon that disable its Priority moves, essentially forcing it to move last, due to its low Speed stat.
