Meloetta and 25 other returning Legendary Pokemon can be encountered by either obtaining their Snack from Snacksworth or in the wild in the Indigo Disk DLC of Pokemon Scarlet and Violet (SV)! The Indigo Disk DLC brings a slew of Legendary Pokemon from previous Pokemon games that you can catch. These Pokemon can be encountered once you get their respective Legendary Snack from Snacksworth.

You can unlock and catch Meloetta within the Coastal Biome in the Terarium! You'll need to go through several steps first though including finding a circling breeze and spinning in a circle for 30 seconds.
How to Get Meloetta in the Indigo Disk
Snacksworth can be found at the entrance the Blueberry Academy after finishing the main story of Indigo Disk. He appears as a well dressed elderly gentleman who will give you snacks after completing a set amount of Blueberry Quests.
Talk to Snacksworth after completing missions to receive a snack that allows you to hunt for specific Legendary Pokemon!
Snacksworth Location and Indigo Disk Legendary Quests
Snacksworth will reward players with Legendary Snacks after completing certain amounts or types of Blueberry Quests. Generally, you will receive a snack after completing 10 Solo Quests (Blue) or 1 Group Quest (Gold) through Union Circle.
New Legendary Pokemon were introduced in Pokemon Scarlet and Violet's DLC The Hidden Treasure of Area Zero. This expansion is split into two parts—The Teal Mask and The Indigo Disk—and feature several Legendary Pokemon!
