This Salamence build is made to counter Samurott in its Tera Raid Event and can be viable as long as Samurott's raid moveset does not include Ice-type moves.
Samurott will have a Bug Tera Type during the raid, making it vulnerable to Flying-type moves. Salamence can exploit that weakness with Fly and Dual Wingbeat while taking advantage of Attack and Speed boosts from Dragon Dance. Damage can be improved if Salamence is Terastallized with a Flying Tera Type after getting enough Tera Orb charges.
Additionally, Salamence can lower Samurott's Attack stat and weaken its attacks with its Intimidate Ability. You can also let it hold a Shell Bell to regain lost health upon attacking.
Tera Raid EV spreads should lean towards a bulky offense to help with survivability and dealing as much damage as possible. Max out your HP and Attack EVs, while adding the remaining EVs into Defense.

At the beginning of the raid, set up your stat boosts with Dragon Dance, which raises Salamence's Attack and Speed stats.
After setting up, attack with Fire Fang or Dual Wingbeat to charge up your Tera Orb. These moves are also super-effective against the Bug Tera Type Samurott.
Once you fully charge your Tera Orb, Terastallize Salamence and attack with a STAB and Tera-boosted Fly.

The best Ability for Salamence is Tera Raid Battles is Intimidate, which lowers the opposing Pokemon's Attack stat by one stage.
We also recommend getting an Salamence with a Dragon Tera Type to further boost the power of its Dragon-type STAB. Since it's a Physical Attacker, an Adamant nature is best to boost its offenses.
Tera Raid EV spreads should lean towards a bulky offense to help with survivability and dealing as much damage as possible. Max out your HP and Attack EVs, while adding the remaining EVs into Defense. Metronome boosts the power of Outrage and any move used consecutively.

You can either catch a Bagon or Shelgon and evolve it to get a Salamence. Wild Bagon and Shelgon tend to spawn in caves, so make sure to check those areas regardless of which region you choose to search for one.
Bagon is exclusive to Pokemon Violet so Scarlet trainers will need to trade with a player who has Pokemon Violet to get these tiny rock-headed creatures.
If it has a different nature, you can use a Brave Mint to change its nature to Brave.
The easiest way to get this is by buying them from the Chansey Supply shop at Mesagoza for ₽20,000.
How to Change a Pokemon's Nature
If you have the money for it, you can just buy 26 Protein (for Atk), 26 Hp UP (for HP)), and 1 Iron (for Def). All of these items can be bought at a Chansey Supply shop and it will cost you ₽530,000 in total.
Alternatively, you can use Power Items that you can buy at a Delibird Presents shop for ₽10,000 each. Have your Pokemon hold the respective Power Item while defeating the Pokemon listed below.

After EV training it, head to Montenevera and talk to the man with an Abomasnow near the Pokemon Center. He will hyper train your Pokemon using Bottle Caps.
A Bottle Cap can be bought at the Delibird Presents shops for ₽20,000 after getting 6 Gym Badges. 1 Bottle Cap is needed for each stat that will be maxed out.
