Scald is its best Water-type STAB move because it has a chance to burn the target, making it harder for physical attackers to knock out Suicune.
Ice Beam is its main coverage move to help it deal with Grass and Dragon-types that resist Scald.
Substitute gives Suicune an extra layer of safety, and prevents it from getting afflicted with a status effect.
Calm Mind is important for this build because Suicune has no Sp. Atk investment, and it also makes it bulkier against special attackers.

Fire is the best Tera Type for this build because it turns Suicune's Grass weakness into a resist, while also being one of the better defensive types in the game.
Best Fire (Tera) Type Pokemon for Ranked Battle
A full 252 EVs are placed in Suicune's HP and Defense to make it as physically bulky as possible. The extra 4 EVs are put into its Sp. Def to help round out its bulk.
A Bold nature is preferred to maximize Suicune's defenses against physical attackers.

Suicune's stat distribution leans towards the tankier side, meaning that it needs some time to set up Calm Mind boosts to become an effective sweeper. Make sure to deal with its major threats first so that it isn't knocked out before it can do anything meaningful.
Suicune is best used on more balanced teams that are looking to play a slower game.
