Tornadus in its Incarnate Forme has a base Special Attack of 125, only 10 points behind Flutter Mane and Miraidon. With the lack of hard hitting Flying-type attackers, Tornadus will easily prove to be one of the best counters against Flying-weak Raid Pokemon.

The best ability for Tornadus (Incarnate Forme) in Tera Raid Battles is Prankster. This allows Tornadus to freely setup Nasty Plot and Rain Dance by always going first, regardless of the speed of the Raid Pokemon.

We also recommend getting a Tornadus (Incarnate Forme) with a Flying Tera Type because both Hurricane and Bleakwind Storm's damage are boosted after terastallizing to a pure Flying Type. As a Special Attacker, Modest nature would be best.

Tornadus (Incarnate Forme) Tera Raid Turn-by-Turn Counter Strategy
Turn 1 Use Nasty Plot to boost Tornadus' Special Attack.
Turn 2 Use Rain Dance to give Hurricane perfect accuracy.
Turns 3~5 Use Hurricane to build Tera Orb charge.
Turns 6+ Use Hurricane to deal damage while Rain is up, otherwise use Bleakwind Storm.

Start Tera Raid battles by using Nasty Plot to boost Tornadus' Special Attack stat. Use Rain Dance after to give Hurricane perfect accuracy for the next 5 turns.

After setting up, use Hurricane to deal damage while building Tera Orb charge. Once Rain is up, you can opt to use Bleakwind Storm instead, to also slow the Raid Pokemon. Terastallize once you have enough Tera Orb charge to further increase your damage, ending raids faster.
