Protosynthesis is Flutter Mane's only Ability, which increases its highest stat by 30% when there is harsh sunlight or when holding a Booster Energy. If Flutter Mane's Speed stat is the highest, it's increased by 50% instead.
Choice Specs is this build's held item to boost its Special Attack by 50% but locks it to the first move it used for that turn. This boost stacks with Protosynthesis and ensures that Flutter Mane has a guaranteed Special Attack boost even without weather.

Moonblast and Shadow Ball are its main STAB moves and boast near-perfect coverage on their own, allowing Flutter Mane to deal heavy damage and even outright KO many Pokemon in the current metagame.
Mystical Fire is one of Flutter Mane's main coverage options to help it deal with any Steel-types that can wall it, as well as Grass-types like Teal Mask Ogerpon.
Power Gem is its other main coverage option to help it deal with any opposing Flying or Fire-types like Zapdos or Hearthflame Mask Ogerpon.

Fairy is the best Tera Type for Flutter Mane since it removes its Ghost weakness and further boosts the damage of its STAB Moonblast.
Full Special Attack and Speed EV investment is necessary so that Flutter Mane can hit hard and as fast as possible, with the remaining 4 EVs in HP to round off its bulk.
A Timid Nature ensures Flutter Mane has an effective 187 Special Attack and 205 Speed stat at Lv. 50.
Psyshock | Psyshock can help deal with bulky Poison types that Flutter Mane cannot knock out. It also targets the opponent's Defense, making it harder for the opponent to wall Flutter Mane. |

Flutter Mane's blazing speed sets it apart from other offensive Pokemon in Scarlet and Violet, allowing it to be a potent lead or an effective late-game Sweeper.
Shadow Ball and Moonblast are its best STAB moves, with Calm Mind boosting its already high Special stats.
The last slot is highly customizable, with either Taunt for disruption or Mystical Fire to help Flutter Mane against opposing Steel-types.

Psyshock is its main coverage move that lets Flutter Mane target the opponent's Defense instead of their Sp. Def, helping it knock out Pokemon it otherwise wouldn't be able to.

Stellar is the best Tera Type for this build because it boosts the damage of all of Flutter Mane's attacks the first time it is used after it Terastallizes.
Note that even if it's a Stellar-type, it keeps the defensive properties of its Ghost/Fairy typing.
A full 252 EVs are placed in Flutter Mane's Sp. Atk and Speed to make it hit as hard and fast as possible. The extra 4 EVs are put into its HP to help round out its bulk.
A Timid nature is preferred to guarantee Flutter Mane outspeeds every other Pokemon after its Protosynthesis boost, with the exceptions of Speed Booster Iron Bundle, Choice Scarf Dragapult and Regieleki, and Speed boosting setup sweepers once they've set up.

Incredibly high Speed and really good Special Attack. Gets a Speed or Special Attack Boost in Sun or with Booster Energy. Standard movepool is consistent and difficult to effectively wall. |
As with all Past Paradox Pokemon, Flutter Mane has Protosynthesis. But even without ways to trigger it, it is still an effective Pokemon on its own. Focus Sash ensures that it survives at least two attacks.
Dazzling Gleam is Flutter Mane's primary STAB move, which has spread damage and reasonable damage. It is especially effective for doing 50-70% on most Pokemon, setting them up for KOs by Flutter Manes teammates. Shadow Ball, is Flutter Mane's Ghost STAB Move, which is great against opposing ghosts like Gholdengo, Annihilape or other Flutter Mane.
Moonblast lets Flutter Mane heavily damage Pokemon like Iron Hands with super-effective, single-target damage.
This build makes use of Tera Fairy to give Flutter Mane even more offensive power on its Fairy Moves when it Terastallizes.
A Timid Nature is chosen for this build, as it ensures that Flutter Mane will outspeed most foes. A full 252 EVs are put into its Special Attack and Speed so that it hits as hard and quickly as possible. 4 EVs are put into HP to give it a little bit of bulk.
Flutter Mane is a very powerful Special Attacker with excellent Speed, Special Attack and Special Defense. Dazzling Gleam is its main STAB Move of choice, with few types that are able to resist it.

Very few Pokemon can outspeed Flutter Mane, which means Flutter Mane will usually get to attack first. Having a Focus Sash equipped can make it so it can always trade damage favourably.
Terastalizing to Fairy or Normal when predicting a Ghost-type move can often let Flutter Mane survive, giving it the chance to fire off another attack before it eventually gets knocked out.
Paradox Pokemon Builds for Competitive Battles and Tera Raids
Flutter Mane is great with teammates who can switch in and be annoying. Good physical bulk is also a big plus, because this can compensate for Flutter Mane's abysmal Defense stat.

Flutter Mane is a powerful lead who is able to go through unprepared teams with minimal ease. Its teammates should be able to switch into super-effective moves intended for Flutter Mane and clear out threats that Flutter Mane cannot handle.

In Regualation G, Koraidon can trigger Flutter Mane's Protosynthesis by setting up Sun. Flutter Mane can then lower the opposing team's Speed with Icy Wind.
Having a means to control Sun is also valuable, as it can help Chi-Yu deal even more damage with Sun-boosted Heat Wave used in conjunction with Beads of Ruin which reduces every Pokemon besides Chi-Yu's Special Defense.
Grimmsnarl is a great support Pokemon that can help your team defensively, especially since they are not particularly bulky.
