Chien-Pao moves two tiers up to SS Tier because of its positive matchup against notable meta threats such as Basculegion, Tera Grass Heatran, and Tornadus.
Rapid Strike Urshifu moves one tier down to S Tier, as more and more teams have been teching their Pokemon with Tera Water and Rocky Helmet.
Rillaboom moves down to A Tier, as Pokemon like Tera Grass Heatran and Amoonguss take the Grass-type slot in teams.

Update Coming for New Teal Mask Legendaries

With the release of the Teal Mask DLC, new Legendary Pokemon from Kitakami are now allowed to be used in Regulation D.

These new Pokemon are currently not in this tier list. However, we are currently in the process of making builds for these new Pokemon, and we will also be monitoring their performance in competitive play.

Regulation D of Ranked Battle will run from July 1 to September 30.

The Regulation D ruleset allows for all Pokemon in the Paldea Pokedex, Paradox Pokemon, the four Treasures of Ruin, as well as Pokemon from Pokemon HOME, except for Koraidon, Miraidon, Walking Wake, Iron Leaves and other Restricted Pokemon.

With the release of the Teal Mask DLC, the new Legendary Pokemon including Ogerpon and the Loyal Three are now allowed to be used in Regulation D.

The new Legendary Pokemon introduced in the Teal Mask DLC are allowed to be used in Regulation D Ranked Battles. This includes all the forms of Ogerpon and The Loyal Three: Okidogi, Munkidori, and Fezandipiti.

Criteria for Tier Placings

The following are the criteria to be met when ranking Pokemon for Ranked Singles.

Tier Criteria
Teal Mask Icon The new Pokemon in The Teal Mask DLC have entered the metagame just recently but they have SS-tier potential based on our initial analysis of their performance in battles!
SS Tier SS Tier Pokemon have great offensive stats and movepools, are easy to use, and can make any team they're part of stronger. These Pokemon are often setup sweepers that have an easy time setting up with their boosting moves.
S Tier As the weeks go by and the metagame develops, Pokemon can go back and forth between SS and S Tier. These Pokemon are still solid additions to your team and are essential to Ranked Battle.
A Tier Pokemon in A Tier are often the best of their type, but usually outclassed by Pokemon in the SS and S Tier. These Pokemon also often have great type matchups against SS and S Tier Pokemon.
B Tier B Tier Pokemon are often versatile and have effective builds, but there are generally better options in the higher tiers.
C Tier C Tier Pokemon are ones that offer good moves and stats but are often locked in specialized builds. These Pokemon have specific niches in the metagame and are outclassed by Pokemon in the higher tiers.
UR Icon UR (Unranked) Pokemon are not currently legal for ranked battle however may be valid in certain online competitions. When made available these Pokemon will surely shake up the meta game.

Contributions to a Battle

These Tiers are determine by how drastically a match is altered by a Pokemon being on the field. Whether it be Redirection, Support, a strong Offensive presence, a Pokemon's impactfulness determines its placement on our list.

Team Synergy is Taken into Account

The criteria for best Pokemon also takes into account team synergy or how well each Pokemon works in conjunction with its teammates.

Tera-Type Potential

The potential of Pokemon Terastallizing is also taken into account as this mechanic not only gives it an extra STAB of a different type, it can also remove its glaring weaknesses and give it new resistances.

The inclusion of Pokemon from Pokemon HOME will see a power creep in both the Singles and Doubles format. Legendaries like Tornadus, Thundurus, and Landorus, as well new Pokemon like Ursaluna, Hisuian Goodra, and Enamorus from Pokemon Legends: Arceus will have trainers including them in their team compositions due to their great stats and Abilities.

Returning favorites such as both Urshifu and Rillaboom are set to make a splash as well.
