Tera Raid EV spreads should lean towards bulky offense to increase survivability while dealing as much damage as possible. Max out its Atk and Sp. Def EVs, while adding the rest into HP.

At the start of the raid, use Belly Drum to max out Azumarill's Attack to +6. You then use Play Rough to heal Azumarill and force Dialga to put up its shield.
Once its shield is up, Dialga should reset all your stat buffs. Make sure to use Belly Drum again so that Azumarill is back to +6 Attack.
After that is done, you can spam Play Rough until Dialga has been defeated. You can also Terastallize to make Azumarill resist Steel Beam instead of it being a neutral hit.

This Build is designed to counter Fire Tera Pokemon in Tera Raids. Azumarill's solid defenses lets it take neutral damage from most other types. It also has access to Misty Terrain to protect itself from status conditions, and Rain Dance to further boost Liquidation's power.
Belly Drum is great for quickly maximizing Azumarill's attack stat, making way for powerful super-effective Liquidations.
We recommend getting an Azumarill with a Water Tera Type to use in Fire-type Tera Raids so that it can get an additional boost on its STAB when it Terastallizes. As a Physical Attacker, an Adamant nature would be best.

Start the battle off by using Belly Drum to maximize Attack, followed by Ice Spinner to deal damage while also building up your Tera Orb Charge.
Once you have enough Tera Orb Charge, Terastallize and use Snowscape to increase your Defense from being under Snow. From there, continue using Ice Spinner, which now has increased damage, thanks to the STAB from your Ice Tera type.

You can catch an Azumarill with a Fairy Tera Type near the small northernmost island at Casseroya Lake.
Make sure to bring a Pokemon that has False Swipe and can inflict a status effect to make it easier to catch.
If the Azumarill build you are following requires it to have a different Tera type, such as Ice, you will need to have 50 Tera Shards of the type you need, and bring it to Medali to have your Pokemon's Tera Type changed.
If it has a different nature, you can use an Adamant Mint to change its nature to Adamant.
The easiest way to get this is by buying it from the Chansey Supply shop at Mesagoza for ₽20,000.

After EV training it, head to Montenevera and talk to the man with an Abomasnow near the Pokemon Center. He will hyper train your Pokemon using Bottle Caps.
A Bottle Cap can be bought at the Delibird Presents shops for ₽20,000 after getting 6 Gym Badges. 1 Bottle Cap is needed for each stat that will be maxed out.

Next, level it up to 100 to maximize its stats. The easiest way to do this is by farming Exp candies from Tera Raid Battles.

Lastly, give it a Shell Bell to help Azumarill restore HP when dealing damage. This item can be bought from the Delibird Presents for ₽20,000.
