Regenerator is Toxapex's best ability for this build since it allows Toxapex to heal back a third of its max HP when it switches out of battle. This is especially useful for when Toxapex is used as a defensive pivot to soak up attacks.
Black Sludge allows for Toxapex to passively heal back some health each turn. This item also dissuades Pokemon with Trick from swapping items since they will end up getting damaged over time.
Do note that when Toxapex Terastallizes to any type that is not Poison, it will take damage from Black Sludge instead of being healed.

Toxic allows for Toxapex to badly poison the opponent and deal damage to them every turn.
Haze negates the stat boosts that setup sweepers get from moves like Swords Dance or Calm Mind.
Recover lets Toxapex heal itself without having to wait from the passive healing of Black Sludge or needing switching out to heal with Regenerator.
Baneful Bunker helps Toxapex stall out turns to heal itself and let the poison deal damage to the opponent.

Fairy is the best Tera Type for this build because it is one of the best defensive typings in the game.
Note that when you Terastallize to Fairy, Black Sludge will damage Toxapex instead of healing it.
A full 252 EVs are put into its HP and Defense to maximize Toxapex's physical bulk and recovery from Black Sludge. The extra 4 EVs are placed in its Sp. Def to help round out its bulk.
A Bold nature is preferred to maximize Toxapex's Defense stat.

Game8's Competitive Damage Calculator
Toxapex may not have the stats to deal significant damage against your opponents, but it makes up for it with its immensely high Defense and Special Defense. You can stall attackers by switching between Baneful Bunker and Recover, and against physical attackers, you will essentially outlast them once they are poisoned.
Toxapex's ability Regenerator allows it to recover HP every time it is switched out. When faced against a bad matchup, such as a Psychic type Special Attacker, you can switch in another Pokemon that is more favourable, and switch Toxapex back in once the situation is to your advantage again.
Toxapex works best as a Tank, so make use of its high Defenses to inflict status effects against your opponent and wait until you find an opening to safely switch in your carries.
You can also use Toxapex as part of a defensive loop since it can regain HP with its ability Regenerator. With hazards on your opponent's side of the field, you can switch between tanks while your opponent suffers small, but consistent damage from the hazards.

Rillaboom helps tankier Pokemon like Toxapex and Heatran stick around longer by giving extra healing per turn. All three of these Pokemon are also good defensive pivots for each other with all of them being able to cover for each other's weaknesses.
Despite having high Physical and Special Defenses, Toxapex is commonly built as a Physical Tank. Take advantage of this by using strong Special Attackers.
You can also use Pokemon that use Taunt, which will force Toxapex to use attacking moves, essentially disabling most of Toxapex's kit.
