The best ability for Kyogre in Tera Raid Battles is Drizzle. This helps Kyogre boost the power of its Water type moves while also debilitating Fire type moves of the opponent and prevent Ground and Rock types to get a Sp.Def buff from sand.

Using a Shell Bell will also make sure Kyogre's HP is at a high level for Water Spout to deal the most amount of damage.

Best Tera Type

We also recommend getting a Kyogre with a Water Tera Type to boost the power of Water Spout and Surf. As a Special Attacker, Modest nature would be best.

Tera Raid EV spreads should lean towards Bulky Offense. Max out your HP and Sp. Atk EVs, while adding the remaining EVs into Def. Give it a Shell Bell to keep its HP topped up so Water Spout will always be at its max power.

Tera Raid Strategy

Kyogre Tera Raid Turn-by-Turn Counter Strategy
Turn 1~3 Use Calm Mind to raise your Sp. Atk and Sp Def stats.
Turns 3~5 + Low HP Turns Use Surf to Build your Tera Orb Charge and heal up any damage you recieve.
When Rain Ends Use Rain Dance when Rain is removed from the field.
Turns 6+ Terastallize and use Water Spout at full HP. Use Surf otherwise.

Start Tera Raid battles by setting up a few Calm Minds to make your Water type attacks more powerful while also givng Sp. Deff buffs.

After your initial setup, use Surf to deal massive damage an build your Tera Orb charge, or Rain Dance if your opponent also wants to set-up their weather.

Once you have enough Tera Orb charge, proceed to use Water Spout to deal a lot of damage to your opponent.

If you have the money for it, you can just buy 26 HP Up (for HP), 26 Calcium (for Sp. Atk), and an Iron (for Def). All of these items can be bought at a Chansey Supply shop and it will cost you ₽530,000 in total.
