Power Gem is a Rock-type STAB move that threatens a lot of the common Flying, Fire and Ice-types in the current meta.
Earth Power and Energy Ball allows Glimmora to counter Pokemon that threaten it. Earth Power deals with Steel-types while Energy Ball deals with Ground and Water-types.
Sludge Wave is a Poison-type STAB move that can deal with Grass and Fairy-types.

Grass is the best Tera Type for this build since it makes Glimmora's common Ground and Water weakness into resistances. A Grass Tera also increases the damage dealt by Energy Ball.
A full 252 EVs are placed into its HP and Sp. Atk to make it bulky while still doing a lot of damage. The extra 4 EVs are placed into Defense to help round out its bulk.
A Modest nature is preferred to further increase Glimmora's damage output.

Toxic Debris is this build's best Ability. When Glimmora is hit by a physical move, Toxic Spikes are placed on the opponent's side of the field. This allows Glimmora to set up Toxic Spikes without actually using the move.
Focus Sash guarantees that Glimmora will survive one hit and guarantees that it will set hazards in the form of Toxic Spikes, Stealth Rocks, or even both.
Red Card will force the opposing Pokemon to switch out when Glimmora is hit by a physical move. This forces the Pokemon switching in to get poisoned by Toxic Spikes or be hit by chip damage from Stealth Rocks.
Focus Sash is best used against offensive leads, while Red Card is used against opposing walls or setup Pokemon.

Power Gem is a Rock-type STAB move that threatens a lot of the common Flying, Fire and Ice-types in the current meta.
Energy Ball allows Glimmora to threaten opposing Ground and Water-types.
Stealth Rocks will do chip damage on opposing Pokemon that switch in. This will proc Focus Sash and full HP abilities like Multiscale or Sturdy.
Mortal Spin allows Glimmora to remove hazards on their side of the field while also poisoning the opposing Pokemon.

Stellar is the best Tera Type for this build since you generally don't want to defensively Terastallize this Glimmora build, but it's nice to have a Tera Type that can boost the damage of whatever attack it chooses to use.
Note that even if it's a Stellar Type, it will keep the defensive properties of its Rock/Poison typing.
Alternatively, it could use a Grass Tera Type as a defensive option and a consistent way to boost Energy Ball's damage.
A full 252 EVs are placed into its Sp. Atk and Spe to make it hit as hard and fast as possible. The extra 4 EVs are placed into Sp. Def to help round out its bulk.
A Timid nature is preferred to further increase Glimmora's Speed stat.

Glimmora's ability Toxic Debris allows it to set up Toxic Spikes on the enemy team's side when hit with a physical move. Mortal Spin also poisons the opposing Pokemon on the field if they can be poisoned. This is especially useful on teams with Dondozo and Tatsugiri, or against Dondozo and Tatsugiri, as it puts a time limit on the amount of time they can stall. Sludge Bomb and Earth Power give Glimmora useful coverage against common Tera Types like Steel, Grass, Flying, and Fairy.
Letting Glimmora have a Flying Tera Type will allow it to be immune from Ground-type attacks, as it has 4x weakness to those moves.
Power Herb Meteor Beam is a nice new addition to Glimmora's toolkit which lets it be a serious offensive threat after setting up.

Glimmora's ability Toxic Debris allows it to scatter Toxic Spikes on the enemy's side of the field when hit with Physical moves. Even when built as a Special Attacker, Glimmora's naturally high Defense stats will allow it to tank a few hits, enabling it to set up entry hazards while still being able to output high damage.
Glimmora's main asset is its Toxic Debris ability, so using it as a Lead setter or attacker can ensure a safe setup on the enemy team, as long as they do not have hazard removers like Defog and Rapid Spin.

Glimmora's main role is to set up entry hazards and clean opposing entry hazards with Mortal Spin, which will make it easy for bulky allies to outlast the enemy team.
Bloodmoon Ursaluna is incredibly bulky and difficult to knock out with an Assault Vest set, and Kommo-o also sticks around for a long time with a Clanging Scales and Drain Punch set.
