The best ability for Milotic in Tera Raid Battles is Competitive. This ability allows Milotic to raise its Sp.Atk when hit with a debuffing move.
This build is intended to be used against Pokemon that are normally Fire Types, and acts as a bulky special attacker that can constantly heal itself. Furthermore, Rain Dance is used to debilitate Fire Type moves' power as well as powering up Water type moves.
The best Tera Type for Milotic for this Tera Raid build is Water Tera Type to further boost Surf or Scald. As a special attacker, a Modest nature would be best.

Tera Raid EV spreads should lean towards a bulky offense to help with survivability and with dealing as much damage as possible. Max out your HP and Special Attack EVs, while adding the remaining EVs into Special Defense.

Start Tera Raid battles by setting up Rain with Rain Dance. This will help out the party by lowering the power of Fire type moves while also raising the damage dealt by Water type moves.
After your initial setup, use Surf to deal massive damage an build your Tera Orb charge, or Rain Dance if your opponent also wants to set-up their weather.
In place of Surf, you can also use Scald to Burn the opponent. While not being able to burn Fire type Pokemon, its very useful against Ground and Rock types as they are usually more Physical oriented.

This Milotic Tera Raid Build is an effective counter to Fire, Ground and Rock Type Tera Raid Bosses. If the Tera Raid Boss is usually a Grass, or Electric Type outside of Terastallization, perhaps consider a different build, as Milotic will be weak to these Types as a Water-Type attacker.

You can catch a Feebas with a Water Tera Type inside a cave found at Oni Mountain. The entrance to this cave can be found near the Crystal Pool.
Make sure to bring a Pokemon that has False Swipe and can inflict a status effect to make it easier to catch. You need to also consume meals or sandwiches that have Water Encounter Power.

In order to evolve Feebas, you need to trade it to another game while it is holding a Prism Scale. This item can be obtained via Ogre Oustin'.
Another way to get Milotic, is to transfer a Feebas to Brilliant Diamond or Shing Pearl and level it up once it has a high Beauty condition.
Alternatively, you can just raise the Beauty stat in BDSP, and transfer it over to Scarlet or Violet and Level it up in Paldea as the Beauty Stat will not be wiped once transferred over.
If the Milotic build you are following requires it to have a different Tera type, you will need to have 50 Tera Shards of the type you need, and bring it to Medali to have your Pokemon's Tera Type changed.
If it has a different nature, you can use Modest Mint to change its nature to Modest.
The easiest way to get this is by buying it from the Chansey Supply shop at Mesagoza for ₽20,000.

EV train Milotic according to the build's EV spread using Vitamins, Mochis, or the traditional way with Power Items and battling Pokemon with the right EV yield.
Vitamins can be bought at any Chansey Supply shop and it will cost you ₽530,000 to fully train a Pokemon. Meanwhile, Mochi can be obtained through the Ogre Oustin' Minigame.
If you have the money for it, you can just buy 26 HP Up (for HP), 26 Calcium (for Sp.Atk), and 1 Zinc (for Sp.Def). All of these items can be bought at a Chansey Supply shop and it will cost you ₽530,000 in total.
Alternatively, you can use Power Items that you can buy at a Delibird Presents shop for ₽10,000 each. Have your Pokemon hold the respective Power Item while defeating the Pokemon listed below.

After EV training it, head to Montenevera and talk to the man with an Abomasnow near the Pokemon Center. He will hyper train your Pokemon using Bottle Caps.
A Bottle Cap can be bought at the Delibird Presents shops for ₽20,000 after getting 6 Gym Badges. 1 Bottle Cap is needed for each stat that will be maxed out.
