The best ability for Lurantis in Tera Raid Battles is Contrary, as it will allow Lurantis to boost its Special Attack instead of reducing it with Leaf Storm.
We also recommend getting a Lurantis with a Grass Tera Type because this will boost Lurantis's STAB Leaf Storms when it Terastallizes. As a Special Attacker, a Modest nature would be best.
Tera Raid EV spreads should lean towards a bulky offense to help with survivability and with dealing as much damage as possible. Max out your HP and Special Attack EVs, while adding the remaining EVs into Special Defense.

Start by immediately using Sunny Day to increase the HP recovered by Synthesis.
Follow up with Leaf Storm to damage the Raid Pokemon. You can maximize Lurantis's Special Attack to six stages after three uses. Be sure to use PP Up or PP Max on Leaf Storm so that you do not run out of PP during the raid.
Use Synthesis to heal HP when needed. Use Sunny Day again to increase the HP recovered by Synthesis, and remove the charge time for Solar Beam.
Under Harsh Sunlight, Solar Beam no longer requires a turn to charge, and can do a lot of damage against Raid Pokemon, especially with the +6 boost to Sp. Attack.

This Lurantis Tera Raid Build is an effective counter to Water, Ground, and Rock Type Tera Raid Bosses. If the Tera Raid Boss is usually a Fire, Flying, or Bug Type outside of Terastallization, perhaps consider a different build, as Lurantis will be weak to these Types as a Grass Type attacker.

Start by using Leaf Storm three times to increase your Sp. Atk by 6 stages, while also building up Tera Orb Charge. The support Leafeon will boost your Sp. Defense with Fake Tears. Have the Leafeon use Heal Up! whenever you fall below 50% HP.
After getting enough Tera Orb Charge, use Grassy Terrain to boost the damage of your Grass type moves. After that, Terastallize and use Solar Beam after the Leafeon's Helping Hand animation.
This build and strategy can knock out the Raid Pikachu in approximately 6~7 turns, with the help of a Support Leafeon specifically built to boost Lurantis. Having additional supports can end the raid faster, potentially knocking out Raid Pokemon as early as Turn 4.
Leafeon Best Tera Raid Build
This build is a specialized build to One Shot Raid Pokemon. As it is a Grass Type, it is best used against Rock, Ground, or Water Tera bosses, since it will deal Super-Effective STAB damage.

You can catch a Grass Tera Lurantis at Casseroya Lake.
Make sure to bring a Pokemon that has False Swipe and can inflict a status effect to make it easier to catch.
If it has a different nature, you can use a Modest Mint to change its nature to Modest.
The easiest way to get this is by buying it from the Chansey Supply shop at Mesagoza for ₽20,000.
How to Change a Pokemon's Nature
If you have the money for it, you can just buy 26 Protein, 26 HP Up and 1 Zinc. All of these items can be bought at a Chansey Supply shop and it will cost you ₽ 530,000 in total.
Alternatively, you can use Power Items that you can buy at a Delibird Presents shop for ₽10,000 each. Have your Pokemon hold the respective Power Item while defeating the Pokemon listed below.

After EV training it, head to Montenevera and talk to the man with an Abomasnow near the Pokemon Center. He will hyper train your Pokemon using Bottle Caps.
A Bottle Cap can be bought at the Delibird Presents shops for ₽20,000 after getting 6 Gym Badges. 1 Bottle Cap is needed for each stat that will be maxed out.

Next, level it up to 100 to maximize its stats. The easiest way to do this is by farming Exp candies from Tera Raid Battles.

Lastly, give it a Shell Bell. You can purchase this from Delibird Presents in Levincia for ₽20,000 and is available at the beginning of the game.
You can also get a Shell Bell by defeating 6 Trainers around South Province (Area Three) as a reward from the Battle League Rep at the Pokemon Center in the area.
Synthesis and Sunny Day are moves that Lurantis can learn at levels 37 and 51 respectively. You can have it remember the moves by going to the "Moves and Stats" menu and pressing A.
