This Gyarados build is specialized to counter Samurott in its Tera Raid Event.
The best ability for Gyarados against the 7-Star Samurott is Intimidate. This allows Gyarados to lower Samurott's Attack immediately, reducing its damage output effectively.
We also recommend getting a Gyarados with a Flying Tera Type to convert Tera Blast to Flying type after Terastallization. As a Physical Attacker, an Adamant nature would be best.
Tera Raid EV spreads should lean towards a bulky offense to help with survivability and with dealing as much damage as possible. Max out your HP and Attack EVs, while adding the remaining EVs into Defense. Give it Leftovers to help Gyarados recover HP in between turns.

Start the battle by using Taunt to prevent Samurott from using status moves. Starting off with Chilling Water immediately is also an option, to build up Tera Orb charge and lower Samurott's Attack as early as possible.
After getting enough Tera Orb charge, and preferrably after Samurott resets stat changes, start using Dragon Dance to stack Attack boosts. Once you complete your setup, Terastallize and use Super Effective Flying-type Tera Blast.

This Gyarados build is intended to be used against Pokemon that are normally Fire Types, and acts as a special attacker that weakens physical attackers' offensive power with Intimidate to lower its Attack stat and setting up rain with Rain Dance to debilitate Fire Type moves' power and guarantee that Hurricane will always hit, as well as powering up Water type moves.
Having Gyarados hold Damp Rock will extend the duration of rain in the field. This will help you spend more turns attacking compared to using Rain Dance again.

Once you can, Terastallize Gyarados to further power up Hurricane.
How to Make Best Gyarados Tera Raid Build |

You can find and catch Gyarados at Casseroya Lake. You can also spot them at the sea surrounding the entire region of Paldea.
Make sure to bring a Pokemon that has False Swipe and can inflict a status effect to make it easier to catch.
If it has a different nature, you can use an Adamant Mint to change its nature to Adamant.
If the build you are following requires it to be a Special Attacker, use a Modest Mint instead.
The easiest way to get this is by buying it from the Chansey Supply shop at Mesagoza for ₽20,000.
How to Change a Pokemon's Nature
If you have the money for it, you can just buy 26 HP Up (for HP), 26 Protein (for Atk), and 1 Iron (for Def).
For Special Attack builds, buy 26 HP Up (for HP), 26 Calcium (for Sp.Atk), and 1 Iron (for Def) instead. All of these items can be bought at a Chansey Supply shop and it will cost you ₽530,000 in total.
Alternatively, you can use Power Items that you can buy at a Delibird Presents shop for ₽10,000 each. Have your Pokemon hold the respective Power Item while defeating the Pokemon listed below.

After EV training it, head to Montenevera and talk to the man with an Abomasnow near the Pokemon Center. He will hyper train your Pokemon using Bottle Caps.
A Bottle Cap can be bought at the Delibird Presents shops for ₽20,000 after getting 6 Gym Badges. 1 Bottle Cap is needed for each stat that will be maxed out.

Next, level it up to 100 to maximize its stats. The easiest way to do this is by farming Exp candies from Tera Raid Battles.

Lastly, give Gyarados Leftovers to help it recover HP in between turns.
Alternatively, you can give it a Shell Bell, or Damp Rock depending on the build you are trying to make.
