You can catch a Paldean Wooper in South Province (Area One) near the small lake heading up the path to Los Platos. it's also fairly common along bodies of water.

Make sure to bring a Pokemon that has False Swipe and can inflict a status effect to make it easier to catch.

Wild Paldean Wooper will always have either Poison or Ground Tera type when caught in the wild. If you didn't catch one with Ground Tera type, simply change its tera type at the Treasure Eatery in Medali with 50 Ground Tera Shards.
