The best ability for Houndoom in Tera Raid Battles is Flash Fire. This gives Houndoom immunity to Fire-type attacks, as well as boosting the power of its own Fire-type moves by 50%.
We also recommend getting a Houndoom with a Dark Tera Type to boost Dark Pulse's damage. As a Special Attacker, a Modest nature would be best.
Tera Raid EV spreads should lean towards bulky offense to increase survivability while maximizing damage. Max out your HP and Sp. Atk EVs, while adding the remaining EVs into Def. Give Houndoom a Shell Bell to help it recover HP when using damaging moves.

Start the battle by using Snarl three times to charge your Tera Orb while lowering the target's Special Attack stat. After, use Nasty Plot three times to maximize Houndoom's Special Attack stat. Starting the match with Taunt is also a viable option if the Raid Pokemon uses multiple status moves.
Once you have gotten to +6 Special Attack, Terastallize and use Dark Pulse to deal massive damage, while fully healing yourself each time thanks to Shell Bell.

This Houndoom Tera Raid Build is an effective counter to Psychic, and Ghost Type Tera Raid Bosses. If the Tera Raid Boss is usually a Water, Rock, or Fighting Type outside of Terastallization, perhaps consider a different build, as Houndoom will be weak to these Types as a Dark Type attacker.

You can catch a Houndour with a Dark Tera Type at South Province Area One.
Make sure to bring a Pokemon that has False Swipe and can inflict a status effect to make it easier to catch.
If it has a different nature, you can use a Modest Mint to change its nature to Modest.
The easiest way to get this is by buying it from the Chansey Supply shop at Mesagoza for ₽20,000.
How to Change a Pokemon's Nature
If its ability is different from our recommendation, you can use an Ability Capsule to change it.
This item can be bought at Chansey Supply shops for ₽100,000.
Ability Capsule Location and How to Get
If you have the money for it, you can just buy 26 Calcium (for Sp.Atk), 26 HP Up (for HP), and an Iron (for Def). All of these items can be bought at a Chansey Supply shop and it will cost you ₽530,000 in total.
Alternatively, you can use Power Items that you can buy at a Delibird Presents shop for ₽10,000 each. Have your Pokemon hold the respective Power Item while defeating the Pokemon listed below.

After EV training it, head to Montenevera and talk to the man with an Abomasnow near the Pokemon Center. He will hyper train your Pokemon using Bottle Caps.
A Bottle Cap can be bought at the Delibird Presents shops for ₽20,000 after getting 6 Gym Badges. 1 Bottle Cap is needed for each stat that will be maxed out.

Next, level it up to 100 to maximize its stats. The easiest way to do this is by farming Exp candies from Tera Raid Battles.

Lastly, give it a Shell Bell to help Houndoom restore HP when it attacks. Shell Bell can be bought at the Delibird Presents shop for ₽20,000. This item is available at the beginning of the game.
Nasty Plot and Flamethrower are moves that Houndoom can learn by default, and at Level 50 respectively. You can have it remember the move by going to the "Moves and Stats" menu and pressing A.
