The Ability chosen for this build is Water Bubble. This ability doubles Araquanid's Water-type attack's base power. It also halves the damage of Fire-type attacks dealt to Araquanid and prevents it from getting burned.
This build can use either a Focus Sash or a Mystic Water. Focus Sash allows Araquanid to survive on hit while Mystic Water is used to further power up Araquanid's Water-type attacks.

Liquidation is Araquanid's strongest Water-type STAB attack since it becomes a 170 BP attack thanks to Water Bubble.
Leech Life allows Araquanid to heal back some health which can reactivate its Focus Sash if it's holding one.
Sticky Web is used to give Araquanid's team a form of speed control by lowering the Speed of grounded Pokemon on the opponent's side by one stage.
Magic Coat is used to reflect back certain status moves. This is important to prevent opposing leads from shutting down Araquanid with moves like Taunt or Encore and to bounce back hazards like Stealth Rocks or Toxic Spikes.

Steel is the best Tera Type for this build because it helps Araquanid shed its weaknesses. It also doesn't have to worry about Fire-type attacks since Water Bubble will halve the damage.
Best Steel Type Pokemon for Ranked Battle
A full 252 EVs are placed into its Attack and Speed to make Araquanid hit as hard and fast as possible. The extra 4 EVs are put in its Defense to help round out its bulk.
An Adamant nature is preferred to further increase Araquanid's damage output.

Water Tera gives Araquanid some added firepower to its Water-type Attacks, allowing Liquidation to deal even more damage. THis can also remove its weaknesses to Flying and Rock.
A full 252 EVs are placed into its Attack and HP to make Araquanid bulky and physically offensive. The extra 4 EVs are put in its Defense to help round out its physical defense, so that it can better take attacks such as Iron Hands' Wild Charge.
An Adamant nature is preferred to further increase Araquanid's damage output.

While Araquanid might be very bulky, it can still be easily threatened by Pokemon faster than it. Be wary of moves like Taunt or Encore that can shut Araquanid down if the opponent predicts your move correctly.
As a Sticky Web lead, Araquanid would want to be paired with teammates that heavily benefit from having the enemy's Speed decreased.

Araquanid is used to set up Sticky Web for its allies that cannot normally boost their own Speed. This will help them outspeed Pokemon that are normally faster than them.
Hearthflame Ogerpon can become a very dangerous threat once the opponent's Speed is lowered. With an Attack boost once it Terastallizes, only the fastest Pokemon in the game can have a hope of knocking Ogerpon out before it knocks them out.
Gholdengo is also a fantastic Pokemon that can take advantage of the opponent's speed being lowered. Gholdengo can normally only outspeed fast Pokemon with a Choice Scarf, but with Sticky Web, it is free to hold other items instead.

Landorus Therian can deal with Rock and Electric-type Pokemon that Araquanid may have trouble with, which it can threaten with fast and powerful super-effective damage.
Iron Hands matches up favorably against Flying-types that may give Araquanid a difficult time. Cresselia can set up Trick Room for both Araquanid and Iron Hands, while Landorus can use U-Turn to get out of battle before Trick Room goes up.
