The best ability for Lilligant in Tera Raid Battles is Leaf Guard, as it will protect Lilligant from Thunder's paralysis while in Sun. This works hand-in-hand with Lilligant's Sunny Day.
We also recommend getting a Lilligant with a Grass Tera Type because this will boost Lilligant's STAB Giga Drain and Energy Ball when it Terastallizes. As a Special Attacker, a Modest nature would be best.
Tera Raid EV spreads should lean towards a bulky offense to help with survivability and with dealing as much damage as possible. Max out your HP and Special Attack EVs, while adding the remaining EVs into Special Defense.

Start by using Sunny Day to protect Lilligant from Status Effects.
Follow up with Giga Drain to charge your Tera Orb. You can also use this throughout the battle when your HP is low to heal HP while dealing damage.
Use Quiver Dance to boost Lilligant's Special Attack, Special Defense and Speed. Be sure to use this after the Raid Pokemon resets your side's stats so as to not waste turns setting up.
Energy Ball can be used for extra burst damage that Giga Drain's lower base power may not be able to offer.

This Lilligant Tera Raid Build is an effective counter to Water, Ground, and Rock Type Tera Raid Bosses. If the Tera Raid Boss is usually a Fire, Flying, or Bug Type outside of Terastallization, perhaps consider a different build, as Lilligant will be weak to these Types as a Grass Type attacker.

You can catch a Grass Tera Lilligant at Casseroya Lake.
Make sure to bring a Pokemon that has False Swipe and can inflict a status effect to make it easier to catch.
If it has a different nature, you can use a Modest Mint to change its nature to Modest.
The easiest way to get this is by buying it from the Chansey Supply shop at Mesagoza for ₽20,000.
How to Change a Pokemon's Nature
If you have the money for it, you can just buy 26 Protein, 26 HP Up and 1 Zinc. All of these items can be bought at a Chansey Supply shop and it will cost you ₽ 530,000 in total.
Alternatively, you can use Power Items that you can buy at a Delibird Presents shop for ₽10,000 each. Have your Pokemon hold the respective Power Item while defeating the Pokemon listed below.

After EV training it, head to Montenevera and talk to the man with an Abomasnow near the Pokemon Center. He will hyper train your Pokemon using Bottle Caps.
A Bottle Cap can be bought at the Delibird Presents shops for ₽20,000 after getting 6 Gym Badges. 1 Bottle Cap is needed for each stat that will be maxed out.

Next, level it up to 100 to maximize its stats. The easiest way to do this is by farming Exp candies from Tera Raid Battles.

Lastly, give it a Shell Bell. You can purchase this from Delibird Presents in Levincia for ₽20,000 and is available at the beginning of the game.
Quiver Dance is a move that Lilligant can learn as soon as it evolves. You can have it remember the moves by going to the "Moves and Stats" menu and pressing A.
