The best ability for Ursaring in Tera Raid Battles is Guts. This gives Ursaring a 50% increase in Attack after being burned by the Flame Orb, which in turn further boosts the damage of Facade.

EV Spread Explanation

Tera Raid EV spreads should lean towards bulky offense to increase survivability while still dealing the most damage possible. Max out your HP and Atk EVs, while adding the remaining EVs into Sp. Def. The Flame Orb inflicts Burn on Ursaring at the start of the raid, activating the boost from Guts, and doubling the power of Facade.

Start the battle by using Taunt. This prevents the raid Pokemon from using their status moves, making the raid easier for you. Use Belly Drum afterwards, to gain +6 on your Attack, then use Guts-boosted, stat boosted, double base power Facade. At this point, you can also opt to use Fling to inflict Burn on the raid Pokemon.

If the raid lasts until you gain enough Tera Orb charge, Terastallize to gain additional STAB on your Facade.
