The Ability chosen for this build is Adaptability. This will further increase the damage of Porygon-Z's Normal-type STAB moves.
The item chosen for this build is a Choice Scarf. This is used to help Porygon-Z outspeed as many Pokemon as possible.

Dark Pulse | Trick |
Uproar is its best Normal-type STAB move with the only issue being that if Porygon-Z loses its Choice Scarf, it will still be locked into using Uproar.
Hyper Beam is its strongest Normal-type STAB move that helps Porygon-Z deal with bulkier Pokemon that don't get OHKO'd by Uproar. The main issue is that after this is used, Porygon-Z will not be able to act the next turn.
Dark Pulse is its main coverage move to help it deal with Rock, Steel, and Ghost-types that resist or are immune to its Normal-type moves.
Trick is used to punish more passive Pokemon that wall Porygon-Z by locking them into the last move they selected.

Normal is the best Tera Type for this build because it further increases the damage of Porygon-Z's Normal-type moves on top of the boost it already gets from Adaptability.
Best Normal (Tera) Type Pokemon for Ranked Battle
A full 252 EVs are placed in Porygon-Z's Sp. Atk and Speed to make it hit as hard and fast as possible. The extra 4 EVs are put into its HP to help round out its bulk.
A Timid nature is preferred to help it outspeed as many Pokemon as possible, especially with a Choice Scarf.

Tera Blast has the same base damage as Tri Attack, which makes it one of Porygon-Z's best Normal-type STAB moves. It also becomes a Ghost-type move once Porygon-Z Terastallizes.
The combination of Ice Beam and Thunderbolt create a near-perfect offensive coverage, with only Pokemon like Magnezone, Rotom Heat and Rotom Frost being able to resist both moves.
Nasty Plot punishes more passive Pokemon by further boosting Porygon-Z's already amazing Sp. Atk stat.

Ghost is the best Tera Type for this build because it turns Porygon-Z's Fighting weakness into an immunity. It also makes Tera Blast a good Ghost-type coverage move.
Alternatively, it could use a Stellar Tera Type as a more offensive option.
Best Ghost (Tera) Type Pokemon for Ranked Battle
A full 252 EVs are placed in Porygon-Z's Sp. Atk and Speed to make it hit as hard and fast as possible. The extra 4 EVs are put into its HP to help round out its bulk.
A Timid nature is preferred to help Porygon-Z outspeed as many Pokemon as possible.
Tri Attack | Does the same damage as Tera Blast, but doesn't change typing when Porygon-Z Terastallizes. It also has a 20% chance to burn, paralyze, or freeze the target. |

Tera Blast has the same base damage as Tri Attack, which makes it one of Porygon-Z's best Normal-type STAB moves. It also becomes a Stellar-type move once Porygon-Z Terastallizes, punishing opponents that Terastallize their own Pokemon.
The combination of Ice Beam and Thunderbolt create a near-perfect offensive coverage, with only Pokemon like Magnezone, Rotom Heat and Rotom Frost being able to resist both moves.
Psyshock is its final move that lets Porygon-Z target the opponent's lower Defense stat after that information is revealed via Download.

Stellar is the best Tera Type for this build because it buff whatever move Porygon-Z uses after Terastallization, helping it get a quick KO.
Note that even if it's a Stellar-type, it will keep the defensive properties of its base Normal typing.
A full 252 EVs are placed in Porygon-Z's Sp. Atk and Speed to make it hit as hard and fast as possible. The extra 4 EVs are put into its Def to help round out its bulk.
A Timid nature is preferred to help Porygon-Z outspeed as many Pokemon as possible, espsecially with a Choice Scarf equipped.
Tri Attack | Does the same damage as Tera Blast, but doesn't change typing when Porygon-Z Terastallizes. It also has a 20% chance to burn, paralyze, or freeze the target. |

Unlike Porygon2, Porygon-Z is very frail but dishes out a ton of damage. Use its strong Adaptability boosted Normal-type STAB attacks or Download boosted Ice Beams and Thunderbolts to get quick uncontested knockouts and give your team a Pokemon advantage for the rest of the battle.
Porygon-Z is best used on hyper-offensive teams that can get quick knockouts.
