The Ability chosen for Empoleon for this build is Competitive. This ability increases Empoleon's Special Attack by two stages whenever one of its stats is lowered. For example, it's Sp. Atk would be boosted by two stages whenever a Landorus-T would lower its Attack with Intimidate.
The item chosen for Empoleon for this build is Choice Scarf. This helps boost Empoleon's relatively low-Speed stat to help it outspeed Pokemon that are normally faster than it.

Flip Turn allows Empoleon to escape bad matchups and bring in a different Pokemon instead.
Tera Blast becomes a Fairy-type attack when Emopleone Terastallizes. This allows Empoleon to threaten Fighting-types that would normally threaten it.
Hydro-Pump and Flash Cannon are its best STAB moves with Hydro Pump being a 110BP Water attack, but with only an 80% accuracy, and Flash Cannon being a fully accurate 90BP Steel attack.

Fairy is the best Tera Type for this build because it is a great defensive typing, and its only two weaknesses are normally heavily resisted or immune to Empoleon.
Best Fairy Type Pokemon
A full 252 EVs are put into Empoleon's Special Attack and Speed to make it hit as hard and fast as possible. The extra 4 EVs are placed into its Defense to help round out its bulk.
A Timid nature is preferred to help increase Empoleon's relatively low-Speed stat.

Competitive replaces Empoleon's Defiant from previous games, a welcome buff to Empoleon who has a higher Special Attack stat than Attack. It is able to gain boosts from opposing Icy Winds and Snarls, as well as Intimidates, and will be able to deal good damage at +1 Special Attack.
Assault Vest is chosen for this build, as it can improve Empoleon's Special Defense, allowing it to better take Special Attacks.

Flash Cannon is Empoeon's most reliable STAB option, which it can utilize well even without a Competitive boost.
Hydro Pump is a strong, secondary STAB option, which is good for burst damage, but may sometimes be unreliable due to its imperfect accuracy.
Ice Beam is useful for damaging Grass-weak Pokemon such as Amoonguss, Rillaboom, Landorus-T, Tornadus-I, or Tera Grass Heatran.
Air Slash can pick off low HP Pokemon when necessary.

Flying is the best Tera Type for this build as it can give Empoleon a resistance to Fighting-type Attacks, which it may have to frequently face down with Pokemon like Iron Hands and Urshifu being popular choices in the metagame.
Flying Tera also gives Empoleon a resistance to Rillaboom's Grassy Glide. While it retains a weakness to Electric, Tera Flying Air Slash can cut down relevant Grass-types in Regulation E, such as Ogerpon, Sinistcha, and Rillaboom.
Best Fairy Type Pokemon for Ranked Battle
Full 252 EVs are put into Empoleon's HP and Special Attack, while the remaining 4 EVs are put into Special Defense, so that Empoleon can better take the occasional Thunderbolt.
A Modest Nature is preferred so that Empoleon can deal as much damage as possible with its offensive options.

With access to Flip Turn, Empoleon makes a great addition to any team that makes heavy use of pivoting moves like U-Turn and Volt Switch to put a Pokemon in the best possible matchup.
With the numerous amount of physical attackers in the current metagame, it is common to encounter an Intimidate user on the opponent's team. Have Empoleon on the field to get a free +2 boost to its Sp. Atk whenever the opponent brings out their Intimidate user.
Empoleon has an amazing defensive typing, so it would be ideal to also have Pokemon that complement it defensively.

Having multiple Pokemon that can switch out offensively like Zapdos and Hearthflame Ogerpon are ideal teammates for Empoleon. Whenever one Pokemon has a bad matchup, they can swap out with moves like Volt Switch, Flip Turn or U-Turn to pivot into a Pokemon with a better matchup.

Empoleon is a great partner for physical attackers like Landorus-T, deterring opponents from using Intimidate on it and risk triggering Empoleon's Competitive.
Amoonguss can protect Empoleon with Rage Powder redirection, while Flutter Mane is a solid end-game Pokemon that can effectively close out games.
