The best ability for Mow Rotom in Tera Raid Battles is Levitate, as it is the only Ability it can have.
We also recommend getting a Mow Rotom with a Grass Tera Type because this will boost Mow Rotom's STAB Grass Tera Blast when it Terastallizes. As a Special Attacker, a Modest nature would be best.
Tera Raid EV spreads should lean towards a bulky offense to help with survivability and with dealing as much damage as possible. Max out your HP and Special Attack EVs, while adding the remaining EVs into Special Defense.

Start by setting up Light Screen, and then set up with Nasty Plot three times to reach +6 Sp. Atk.

This Mow Rotom Tera Raid Build is an effective counter to Water, Ground, and Rock Type Tera Raid Bosses. If the Tera Raid Boss is usually a Fire, Flying, or Bug Type outside of Terastallization, perhaps consider a different build, as Mow Rotom will be weak to these Types as a Grass Type attacker.

You can catch a Rotom at East Province Area Two.
Make sure to bring a Pokemon that has False Swipe and can inflict a status effect to make it easier to catch.
You can find the Rotom Catalog for sale at the auction in Porto Marinada. The price starts at ₽500, so it is best to get the item at a reasonable price.

Because Rotom's Tera Type will either be Ghost or Electric, you can change it to be Grass Tera Type at Medali's Treasure Eatery for 50 Grass Tera Shards.

The easiest way to get this is by buying it from the Chansey Supply shop at Mesagoza for ₽20,000.
How to Change a Pokemon's Nature
If you have the money for it, you can just buy 26 Protein, 26 HP Up and 1 Zinc. All of these items can be bought at a Chansey Supply shop and it will cost you ₽ 530,000 in total.
Alternatively, you can use Power Items that you can buy at a Delibird Presents shop for ₽10,000 each. Have your Pokemon hold the respective Power Item while defeating the Pokemon listed below.

After EV training it, head to Montenevera and talk to the man with an Abomasnow near the Pokemon Center. He will hyper train your Pokemon using Bottle Caps.
A Bottle Cap can be bought at the Delibird Presents shops for ₽20,000 after getting 6 Gym Badges. 1 Bottle Cap is needed for each stat that will be maxed out.

Lastly, give it a Shell Bell. This allows Mow Rotom to recover HP whenever it uses damaging moves. Once Terastallized, Tera Blast's damage against Pikachu should always bring you back to full HP thanks to Shell Bell's healing.
