Inner Focus is Umbreon's best Ability because it prevents it from getting flinched by moves like Fake Out and Rock Slide.
Leftovers is used to give Umbreon some health recovery every turn, helping it stall out turns to let the poison ticks do more damage.

Wish lets Umbreon heal back half of its max HP the next turn. This can also be used to heal an ally for half of Umbreon's max HP if you switch them in the turn after this move is used.
Toxic will badly poison the target, forcing them to take chip damage every turn they are in battle.
Protect helps Umbreon stall out turns to let poison ticks do more damage or guarantee Wish's healing to go off. This doesn't work against moves that ignore protection effects like Urshifu's Attacks affected by Unseen Strike.
Foul Play gives Umbreon an attacking option that uses the opponent's Attack stat of its own.

Poison is the best Tera Type for this build because it turns Umbreon's common Fighting and Fairy weaknesses into resistances while also being one of the best defensive typings in the game.
A full 252 EVs are put into its HP and Defense to maximize its bulk against physical attackers. The extra 4 EVs are placed into Sp. Def to help round out its bulk.
A Bold nature is preferred to maximize Umbreon's Defense stat.

Umbreon's mono typing of Dark gives it all the advantages that the type has, one of them being its few weaknesses. Umbreon can stay on the field for a long time and support its allies with well-timed Wishes and Yawns.
Foul Play is a very useful move for Umbreon to have, being very useful against Pokemon with high Attack stats. It is not good against Pokemon that resist Dark, so use Foul Play wisely.
Setup sweepers that can benefit from Wish and Yawn support are recommended teammates for Umbreon.

Umbreon can come into a match after a teammate has been knocked out and set up a Wish. A teammate like Dragonite can come in and use Dragon Dance, or an allied Flutter Mane can use Calm Mind.
Fighting-type Pokemon are the bane of Umbreon's existence. Even with maxed-out Defense Stats and HP, it still would not like to take a big Close Combat.
When using Umbreon, do your best to not have Umbreon face strong Fighting-type Pokemon.

Umbreon learns Wish and Yawn as egg moves, so in order to get Wish or Yawn on Umbreon, first you need a Pokemon that knows the move. You will then need to make sure Umbreon has an empty move slot and give it a Mirror Herb.
Finally, set up a picnic with both Umbreon and the Pokemon that knows the egg move in your party and the move will be transferred to Umbreon (the other Pokemon still retains its moveset). Unlike previous generations, egg moves can now be transferred regardless of egg group, species or gender.
