The best ability for Chansey in Tera Raid Battles is Natural Cure, which is intended to be Skill Swapped against raid Pokemon to effectively remove their ability during the raid.
We also recommend getting a Chansey with a Fairy Tera Type because of its immunity to Dragon. If you can, use Tera Blast to charge your Tera Orb.
As a defensive Pokemon, Chansey should have a Calm nature.
Tera Raid EV spreads should lean towards boosting its HP and Special Defense stats to help it become more bulky and allow it to use support moves as long as it can hold. Max out these EVs, while adding the remaining EVs into Defense. Lastly, let Chansey hold Eviolite to boost its defensive stats even further! This is better defense-wise instead of evolving it into Blissey.
While using Chansey in raids, supporting your allies is your main task. Use Life Dew and the Heal Up cheer to keep your teammates' HP afloat. You can also use Helping Hand to bolster any of your allies' moves.
We recommend using a Chansey instead of a Blissey for Tera Raids because Chanseys can benefit from the effects of Eviolite, which only works if the Pokemon holding it can still evolve.
The item gives Chansey a 50% boost to both its Defense and Special Defense stats, making its Sp. Def roughly 20 points higher than a regular Blissey. This only comes at a cost of Chansey having 5 less HP than its evolved counterpart.

You can catch a Chansey at North Province (Area Three). Chansey can spawn at the field east of the lighthouse in the area.
Make sure to bring a Pokemon that has False Swipe and can inflict a status effect to make it easier to catch.
If your Chansey's Tera Type is different, you can change it to be Fairy Tera Type at Medali's Treasure Eatery for 50 Fairy Tera Shards.
If it has a different nature, you can use a Calm Mint to change its nature to Bold.
The easiest way to get this is by buying it from the Chansey Supply shop at Mesagoza for ₽20,000.
How to Change a Pokemon's Nature
If its ability is different from our recommendation, you can use an Ability Capsule to change it.
This item can be bought at Chansey Supply shops for ₽100,000.
Ability Capsule Location and How to Get
If you have the money for it, you can just buy 26 HP Up, 26 Zinc, and 1 Iron. All of these items can be bought at a Chansey Supply shop and it will cost you ₽530,000 in total.
Alternatively, you can use Power Items that you can buy at a Delibird Presents shop for ₽10,000 each. Have your Pokemon hold the respective Power Item while defeating the Pokemon listed below.

After EV training it, head to Montenevera and talk to the man with an Abomasnow near the Pokemon Center. He will hyper train your Pokemon using Bottle Caps.
A Bottle Cap can be bought at the Delibird Presents shops for ₽20,000 after getting 6 Gym Badges. 1 Bottle Cap is needed for each stat that will be maxed out.

Next, level it up to 100 to maximize its stats. The easiest way to do this is by farming Exp candies from Tera Raid Battles.

Lastly, give it an Eviolite to raise Chansey's Defense and Special Defense. This can be purchased at the Mesagoza Delibird Presents shop for ₽50,000, and is available once you finish the game.
Alternatively, you can obtain this by defeating 7 trainers around South Province (Area Five). Once you defeat the set number of trainers, speak to the Battle League Rep found at the Pokemon Center in the area.
Life Dew and Helping Hand are moves that Chansey can learn at 12 and 32 respectively. You can have it remember the move by going to the "Moves and Stats" menu and pressing A.

item called Eviolite increases Chansey’s defenses but that item can only be held by pokemon who aren’t fully evolved. Increasing her defenses is more valuable than blissey’s slightly larger HP stat. However both Chansey and blissey are good, just be aware of what items Blissey can hold vs eviolite chansey (which is the only item she can hold viably)
