The best spot to hunt a Shiny Mareep is at Cortondo.

Fly to Cortondo (West) Pokemon Center and Make a Sparkling Power Sandwich

Fly to the Cortondo (West) Pokemon Center and turn off auto-save. Save your game and create a Sandwich with Sparkling Power: Electric and Encounter Power: Electric.

Once you get to the Pokemon Center in Cortondo (West), ride up towards the grassy slope in front of it. Thanks to the Sparkling Sandwich you made, plenty of Mareep will then start spawning in the area. You can sweep the surrounding Area of Cortondo since Mareep will be abundant there.

Despawn and Respawn Pokemon in the Area

Since the area is vast, you can roam around to find the Shiny Mareep. Mareep will be grazing the field in groups. Alternatively, you can set up a picnic and pack it up again to respawn a new set of Mareep. Keep doing either of the two method until you find a Shiny Mareep.

Next, you need to make a Sandwich with a Sparkling Power: Electric and Encounter Power: Electric. The table above shows which ingredients you need to make a Shiny Sandwich. Make sure you have these ingredients before making the sandwich.

Once you have all the ingredients, save your game and set up a picnic. Interact with the table and create the Shiny sandwich in "Creative Mode". From this point forward in the shiny hunting process, you are not to save your game anymore. This is to ensure that the Herba Mystica you used for your sandwich won't be put to waste in case you didn't get a Shiny Mareep.

Herba Mystica are essential when making a Sandwich with Sparkling Power and you can farm them by clearing 5-star or 6-Star Tera Raid Battles.

How to Farm Herba Mystica

Start Shiny Hunting

Now that everything's been set up, you can start shiny hunting! The effects of the sandwich you made will last for 30 minutes so you'll have until then to find a Shiny Mareep.

Unlike in Legends Arceus, Shiny Pokemon in Scarlet and Violet do not sparkle nor make a sound so make sure to keep your eyes peeled.

Despawn and Respawn Pokemon in the Area

Roam around Cortondo to despawn and respawn Mareep in the area until a shiny spawns. You can also respawn a new set by setting up a picnic and packing it up again.

Save the Game When You See a Shiny Mareep

If you see a Shiny Mareep, save your game before trying to catch it. This is so you can reload the game at the moment you saw the Shiny Pokemon in case you accidentally kill it.

Reload the Game If You Didn't Find a Shiny

If you weren't able to find the Shiny Pokemon within 30 minutes, reload the game so it takes you back to the time before you made your sandwich. Repeat the process all over again untl you find a Shiny Mareep!
