If you want to get started with 4-Star Tera Raid Battles, you need to obtain 7 Gym Badges. That means you need to beat almost all of the Gym Leaders in Paldea save for one.
We recommend getting your Pokemon to at least Level 45 to safely take on most of the region's Gyms, then proceed to fight in 4-Star Tera Raids.
How to Level Up Fast: EXP Farming Guide
In 4-Star Tera Raids, you will face Pokemon with Hidden Abilities, which work on top of their normal Abilities. If a Tera Pokemon in a raid has a hidden ability you want, then do your best to catch it!

I'm not entirely sure it's necessary to have 7 badges in order to unlock 4★ raids. I was about to do so, but literally ran into a 4★ den in the process of unlocking the gym. I could see a raid beacon ahead of me as I started the downhill test for the Ice gym, which again *would* be my seventh gym, but it was temporarily despawned for the gym test event. As soon as I finished the test, I went back to find the raid, and it had a 4★ Ursaring.
