The item chosen for this build is a Rocky Helmet. This punishes physical attackers by dealing damage to them whenever they hit Lugia with a contact move.

Moves Breakdown

Aeroblast Earth Power
Calm Mind Recover

Aeroblast is Lugia's Signature Move. It's a Flying-type STAB move that has an increased chance of landing a critical hit, but it can miss since it has 95% accuracy.

Earth Power is its main coverage move. When combined with Aeroblast, only Flying-types that are also Electric, Rock, or Steel can resist the combination of those two moves.

Calm Mind is mainly used to boost Lugia's Sp. Atk since it has no offensive investment. It also has the bonus of increasing its Sp. Def making it harder for special attackers to knock out Lugia.

Recover heals back half of Lugia's max HP, possibly resetting Multiscale and making it stick around in battle longer. This is used over Roost so that Lugia doesn't lose its Flying-typing while it's not Terastallized.

EV Spread and Nature

A full 252 EVs are placed in Lugia's HP and Defense to make it as physically bulky as possible. The extra 4 EVs are put into its Sp. Def to help round out its bulk.

A Bold nature is preferred to maximize Lugia's Defense stat.

Other Viable Moves

Air Slash Does less damage than Aeroblast, but has a chance to flinch the target.
Thunder Wave A strong utility move to help lower the opponent's Speed, making it easier for Lugia and its allies to knock them out.

How to Use Lugia Effectively

Know When to Switch Lugia In and Out

Lugia is an incredibly bulky Pokemon with great Speed. It also has the powerful combination of Recover/Roost and Multiscale, making it an amazing endgame closer.

While you may want to preserve Calm Mind boosts or to greed an extra heal from Recover, it may be a smarter decision to save Lugia as your last Pokemon to secure a strong end to the battle.

How to Build a Team with Lugia

Lugia is best used on bulkier teams that prefer to utilize their bulk and slowly chip away at the opponent.

Ting-Lu is used as a strong Stealth Rocks setter that can also deal good damage with Earthquake and Ruination.

Lugia and Heatran can then come in to slowly deal damage while also pivoting in and out to cover for each other's weaknesses. Lugia also has the option to set up with Calm Mind boosts in the case where the opponent has a hard time dealing with it.
