Tera Raid EV spreads should lean towards Bulky Offense. Max out your Sp.Def and Sp. Atk EVs, while adding the remaining EVs into HP. Give it a Shell Bell to keep its HP topped up so Water Spout will always be at its max power.

Vaporeon Tera Raid Turn-by-Turn Counter Strategy
Turns 1~3 Use Fake Tears to lower the Raid Boss' Sp. Def to -6.
Optional Use Calm Mind for some Sp. Atk buffs. You should do this after the raid boss clears buffs.
Turn 4 Use Rain Dance to boost the damage from your moves.
Turns 5+ Use either Surf or Weather Ball and Terastallize when you are able to. Set Rain back up as needed.

This strategy capitalizes on using using Fake Tears to easily shred the opponent's Sp. Def and Buffing yourself up with Calm Mind.

Rain Dance is used in two ways, to heal off any Status Conditions and also boosting your own Surf or Weather Ball's damage.
