The best ability Vaporeon has access to for this raid is Hydration. This will allow it to heal itself off any Status Conditions as long as it is Raining. This is very useful against Pokemon that like to inflict status conditions.
You can choose between Surf or Weather Ball for this build with Weather Ball being used for a bit more damage while Surf is more accessible for those who do not have the DLC unlocked.
We also recommend getting a Manaphy with a Water Tera Type to boost the power of Weather Ball or Surf. As a Special Attacker, Modest nature would be best.
Best Tera Types: Best Pokemon to Terastallize
Tera Raid EV spreads should lean towards Bulky Offense. Max out your Sp.Def and Sp. Atk EVs, while adding the remaining EVs into HP. Give it a Shell Bell to keep its HP topped up so Water Spout will always be at its max power.

This Vaporeon Tera Raid Build is an effective counter to Fire, Ground and Rock Type Tera Raid Bosses. If the Tera Raid Boss is usually a Grass, or Electric Type outside of Terastallization, perhaps consider a different build, as Vaporeon will be weak to these Types as a Water-Type attacker.

The best ability for Vaporeon against Inteleon is Water Absorb. This allows Vaporeon to be completely immune from Water-type attacks, and heal from it instead.
We also recommend getting a Vaporeon with a Psychic Tera Type to boost the damage of Stored Power after Terastallizing. As a Special Attacker, a Modest nature would be best.
Tera Raid EV spreads should lean towards bulky offense to help with survivability, while increasing your maximum damage output. Max out your HP, and Sp. Attack EVs, while adding the remaining EVs into Defense. Covert Cloak protects Vaporeon from the additional effects of moves, such as Gunk Shot's poison chance.

You can find and catch an Eevee at South Province Area Two. Eevee evolves into a Vaporeon when given a Water Stone.
Make sure to bring a Pokemon that has False Swipe and can inflict a status effect to make it easier to catch.
Wild Eevee will always have Normal Tera type when caught in the wild. To change its Tera type, simply go to the Treasure Eatery in Medali with 50 Ground Tera Shards.
Keep in mind that you need to defeat Gym Leader Larry to change your Pokemon's Tera type at the Treasure Eatery.

If it has a different nature, you can use a Modest Mint to change its nature to Modest.
The easiest way to get this is by buying it from the Chansey Supply shop at Mesagoza for ₽20,000.
How to Change a Pokemon's Nature
If you have the money for it, you can just buy 26 Calcium (for Sp.Atk), 26 HP Up (for HP), and an Iron (for Def). All of these items can be bought at a Chansey Supply shop and it will cost you ₽530,000 in total.
Alternatively, you can use Power Items that you can buy at a Delibird Presents shop for ₽10,000 each. Have your Pokemon hold the respective Power Item while defeating the Pokemon listed below.

After EV training it, head to Montenevera and talk to the man with an Abomasnow near the Pokemon Center. He will hyper train your Pokemon using Bottle Caps.
A Bottle Cap can be bought at the Delibird Presents shops for ₽20,000 after getting 6 Gym Badges. 1 Bottle Cap is needed for each stat that will be maxed out.

Lastly, give it a Covert Cloak to protect Vaporeon from the additional effects of moves. Covert Cloak can be bought at the Delibird Presents shop for ₽20,000. This item is available at the beginning of the game.
