The Ability chosen for Clefable for this build is Magic Guard. This ability makes it so that Clefable can only be damaged by direct attacks from the opponent. Damage from status effects, weather conditions, or hazards does not hurt a Pokemon with Magic Guard.
The item chosen for Clefable for this build is Life Orb. Thanks to Magic Guard, Clefable gets the damage boost from Life Orb without having to lose health every time it attacks.

Moonblast is Clefable's strongest Fairy-type STAB move.
Stored Power is a scaling damage move that gets stronger the more times Clefable uses Calm Mind.
Moonlight gives Clefable a way to recover its own health. It normally heals for half of the user's health, but it will heal for more under Sunlight and less under any other weather condition.
Calm Mind helps boost Clefable's damage and Special Defense. This is necessary for this build since all of Clefable's EVs are put into HP and Defense.

Water is the best Tera Type for this build because it is a good defensive type that resists Fire and Steel-type attacks.
Best Water Type Pokemon for Ranked Battle
A full 252 EVs are put into Clefable's HP and Defense stats to make it as physically bulky as possible. The extra 4 EVs are put into its Special Attack to slightly boost its damage output.
A Bold nature is preferred to further increase Clefable's Defense stat.

Clefable relies on getting Calm Mind boosts to increase its damage output, so try not to get it Taunted before it can boost its stats or Encored so that it can't heal itself with Moonlight.
Pair Clefable with other bulky Pokemon that can chip away at the opponent's HP to allow Clefable to sweep with a minimal amount of Calm Mind boosts.

Ting-Lu can chip away at the opponents health with moves like Stealth Rock and Ruination, while Milotic can apply burns on the opposing Pokemon with Scald.
With these two bulky Pokemon being able to apply a significant amount of chip damage, Clefable would only need one Calm Mind boost at maximum to sweep the enemy team.
