Gouging Fire is found near a waterfall that is near Research Area 3 in Area Zero in The Indigo Disk DLC, You can catch it once you register 200 Pokemon in the Blueberry Pokedex and help Perrin. Follow these steps to get the Scarlet-exclusive Paradox Pokemon Gouging Fire:

  1. Finish the Bloodmoon Ursaluna Quest in Kitakami.
  2. Register 200 Pokemon on the Blueberry Pokedex.
  3. Talk to Perrin at the Savanna Rest Area 1.
  4. Head to Area Zero and go to the place Perrin showed you.

After registering 200 Pokemon to your Blueberry Pokedex, head to the Savanna Rest Area 1 and talk to Perrin.

She'll then show you pictures of Gouging Fire! Remember the different structures in the picture she shows you so you'll have an easier time finding Gouging Fire in Area Zero.

Head to Area Zero and Go to the Place Perrin Showed You

Once you're done talking to Perrin, head to Area Zero and look for the place Perrin showed you in the picture to reach Gouging Fire.

You can follow these steps to get there faster:

  1. Teleport to Research Station 3.
  2. When you step out of the Research Station, you'll be facing the cave entrance where you found Koraidon / Miraidon. Tilt your camera up and look for a tall waterfall peeking from behind the cave entrance. Go for the one on the left.
  3. Head for the main source of the tall waterfall to reach Gouging Fire.

Burning Bulwark is Gouging Fire's signature move, which is a Protection Move, similar to the move Protect, and burns any Pokemon that comes in contact with it.

This move helps slow down the tempo of a fight. Not only does it protect Gouging Fire, but it also inflicts the Burn Status Condition, which not only deals damage over time but also reduces the attack of any aggressive Pokemon that comes in contact.
