Prankster with Tailwind is a devastating combo. So much so, that players have resorted to playing Murkrow early on in Scarlet and Violet. Having that combo on a Legendary Pokemon with better all-around stats and doesn't need to hold Eviolite is powerful combo.

Tornadus has Covert Cloak as its chosen Held Item, as it allows Tornadus to not get flinched by Fake Out, or get its Speed dropped by opposing Electroweb or Icy Wind.

Moves Breakdown

Bleakwind Storm Taunt
Tailwind Rain Dance

Bleakwind Storm is Tornadus' primary STAB move, which is a spread move that also has a chance at lowering the opposing side's Speed, maintaining Speed superiority on your side.

Taunt gives Tornadus a way to shut down set up Pokemon, such as Pokemon with Trick Room, or Swords Dance. It is also good against opposing Tornadus, especially if they do not run Mental Herb themselves. Additionally, Amoonguss will opt to run Rocky Helmet in Regulation D, instead of Mental Herb, to help combat Urshifu Rapid-Strike Style. Taunting these Amoonguss can help take them out of the match.

Tailwind helps Tornadus' team gain an all-important Speed boost. This is Tornadus' most important move, and rarely should choice to cut for a different move.

Rain Dance allows Tornadus to set Rain for its team, and overwrite the effects of existing weather. This is especially valuable for teammates like Urshifu Rapid-Strike Style, who get to enjoy the damage boost from Rain to its Surging Strikes.

Dark Tera can protect Tornadus from Prankster Taunt from opposing Prankster Pokemon like Tornadus-I and Thundurus-I. This will not always be your Tera option, however, and will likely only be used in rare situations.

How to Use Tornadus Effectively

Use Tailwind for Speed Advantage

Prankster and Tailwind is a consistent and effective way to give your side a Speed advantage. Use Tornadus to enable attackers with middling Speed.

Use Tornadus' Other Support Options

Bleakwind Storm can also reduce the opposing side's Speed, while Taunt can disrupt opposing set up Pokemon. It can also take away a support Pokemon's options if they are not running Mental Herb themselves.

How to Build a Team with Tornadus

Tornadus is best in teams that can take advantage of Tailwind. Teammates that can take advantage of weather is also a plus, especially if they can enjoy damage boosts from weather.

In Regulation G, Tornadus-I can set Tailwind and position Kyogre to sweep. It can also manually set up Rain with Rain Dance in case an opponent would attempt to switch in their own counter Weather.

Tsareena can protect Kyogre from Fake Out and Rillaboom's Priority Grassy Glide with its [Queenly Majesty(/games/Pokemon-Scarlet-Violet/archives/389472) Ability. Kyogre's Rain can also protect Tsareena from super-effective Fire-type Attacks.

Incineroar can still offer consistent support even in a team with Rain, as it can Intimidate and pivot out with U-Turn or Parting Shot.

Counters for Tornadus (Incarnate Forme)

Knock it Out with Super-Effective Attacks

Tornadus will usually carry Mental Herb, Covert Cloak or Focus Sash. A super-effective Move and a Priority Move can take it out before it gets multiple turns to support its team.

Flinch Tornadus with Fake Out

Fake Out will force Tornadus to Terastallize or Protect. This can allow a teammate to use a move before Tornadus establishes Tailwind or disrupt with Taunt.
