Regieleki's only Ability is Transistor, which powers up its Electric-type Attacks. Focus Sash allows it to survive more than one hit, which is often valuable in a match.

Tera Blast | Protect |
Electroweb is the most important move of the set. Being the fastest Pokemon in the game, and having access to Electroweb ensures that Regieleki and its teammates will always have the Speed advantage.
Thunderbolt is a strong, single-target Electric-type Attack, that Regieleki can rely on for dealing damage.
By Terastallizing into an Ice-type, Tera Blast allows Regieleki to break through Ground-types who are immune to its Electric moves.
Protect is for protecting Regieleki from Fake Out.

Ice Tera can protect Regieleki from super-effective Ground-type attacks. But more importantly, Tera Ice allows it to have an Ice-type Tera Blast, which it can use against Ground-types who would try to check it, most notably Landorus-T.
Best Ice Type Pokemon for Ranked Battle
Regieleki's EV spread for this build leans toward fast offense, which is why we put 252 EVs each into Special Attack and Speed. 4 EVs are put into HP, to give it a little added bulk.

Use Regieleki's Speed to your advantage, using Electroweb to keep that advantage, and deal damage in the process.
Regieleki flourishes when utilized with teammates that can benefit from Speed control. It also appreciates its damage output getting buffed through whatever means.

Regieleki becomes an even more potent Special Attacker when utilized with Chi-Yu and its Beads of Ruin Ability, which reduces the Special Defense of every other Pokemon.
Rillaboom and Urshifu Rapid Strike are great teammates in the back as well, as they can offer Fake Out support, and the ability to attack through Protect with Unseen Fist.
Regieleki will not be able to break through Grass and Ground-types without Terastallizing. Bait out a Tera or switch by using Protect or using defensive switches of your own.
