The best ability for Trevenant in Tera Raid Battles is Harvest. Under harsh sunlight, getting back a used Berry with Harvest is guaranteed.
Liechi Berry is best used to quickly boost Trevenant's Attack stat. Since it would be easy to fall below 25% HP when battling a strong Pokemon such as Hisuian Samurott, this Berry will likely activate. If all goes well, you can cycle healing with Horn Leech, then eating your Liechi Berry after Hisuian Samurott attacks for several turns until you're sufficiently boosted.
Alternatively, you can have Trevenant hold a Sitrus Berry if you're worried about not healing enough from Horn Leech. This would allow you to use Growth to boost your Attack stat instead.
We also recommend getting a Trevenant with a Grass Tera Type to boost the damage output of Horn Leech and to remove your weakness to Dark-type moves. As a Physical Attacker, an Adamant nature would be best.

Tera Raid EV spreads should lean towards bulky offense. Max out your Attack and Defense EVs, while adding the remaining EVs into HP.

Set up the sun in turn 1 using Sunny Day in order to guarantee that Harvest activates. If your Trevenant is holding the Sitrus Berry, it is expected to eat this Berry and heal up every turn.
On the next turn, set up Reflect to minimize the amount of damage you take and make the Sitrus Berry HP recovery enough to keep you alive for longer.
Use Growth until you're at +6 Attack. With your Attack stat maxed out, you should be able to heal any damage you've taken with Horn Leech.
Terastallize as soon as you can. If you feel like you want more consistent Sitrus Berry recovery or if you need to set up your Growth boosts again, you can set up the sun again.

Set up the sun in turn 1 using Sunny Day in order to guarantee that Harvest activates. If your Trevenant is holding the Liechi Berry, it is expected to eat this Berry and get an Attack boost every turn.
You should be able to heal back the damage you've taken by using Horn Leech. Once you're able to, Terastallize immediately so that you stop taking super-effective damage from Ceaseless Edge.
Keep using Horn Leech until you defeat Hisuian Samurott. However, if your stat boosts were reset at any point, you can use Growth to raise them again. As much as possible, do this while under harsh sunlight.
You can also set up Reflect if you feel like you're taking more damage than you're healing up.

Using this strategy it should take approximately 11~15 turns to take out 7-Star Hisuian Samurott. More turns may be required, depending on when it will put up its shield and reset stat changes.

You can catch a Trevenant with a either a Grass or Ghost Tera Type at the Timeless Woods in the Kitakami Region. Trevenant only appears at night.
Since Trevenant is a Ghost-type Pokemon, it's best to use Hisuian Decidueye to catch it. Hisuian Decidueye's Scrappy ability allows it to use False Swipe on Ghost-types.
You can also bring a Pokemon that can inflict a status effect on Trevenant to make it easier to catch.
If the Trevenant build you are following requires it to have a different Tera type, you will need to have 50 Tera Shards of the type you need, and bring it to Medali to have your Pokemon's Tera Type changed.
If it has a different nature, you can use Adamant Mint to change its nature to Adamant.
The easiest way to get this is by buying it from the Chansey Supply shop at Mesagoza for ₽20,000.

EV train Trevenant according to the build's EV spread using Vitamins, Mochis, or the traditional way with Power Items and battling Pokemon with the right EV yield.
Vitamins can be bought at any Chansey Supply shop and it will cost you ₽530,000 to fully train a Pokemon. Meanwhile, Mochi can be obtained through the Ogre Oustin' Minigame.
If you have the money for it, you can just use 26 Protein, 26 Iron, and 1 HP Up.
Alternatively, you can use Power Items that you can buy at a Delibird Presents shop for ₽10,000 each. Have your Pokemon hold the respective Power Item while defeating the Pokemon listed below.

After EV training it, head to Montenevera and talk to the man with an Abomasnow near the Pokemon Center. He will hyper train your Pokemon using Bottle Caps.
A Bottle Cap can be bought at the Delibird Presents shops for ₽20,000 after getting 6 Gym Badges. 1 Bottle Cap is needed for each stat that will be maxed out.
