This Fan Rotom build is specialized to counter Flying-type Pokemon in Tera Raids.
The best ability for Fan Rotom in Tera Raid Battles is Levitate, as it is the only Ability Rotom can have.
We also recommend getting a Fan Rotom with a Electric Tera Type to gain double STAB on Fan Rotom's Electric type moves. As a Special Attacker, Modest nature would be best.

Tera Raid EV spreads should lean towards bulky offense. Max out your HP and Sp. Atk EVs, while adding the remaining EVs into Def. Give it an Iron Ball to remove Rotom's Levitate, and make use of the damage boost from Electric Terrain.

This Fan Rotom Tera Raid Build is an effective counter to Water, and Flying Type Tera Raid Bosses. If the Tera Raid Boss is usually a Ground Type outside of Terastallization, perhaps consider a different build, as Fan Rotom will be weak to these Types as an Electric Type attacker.
Normally, Fan Rotom is part Flying-type, and has the ability Levitate, which makes it immune to Ground-type moves, but due to the effect of Iron Ball, this particular build still has its Ground-type weakness.

You can catch a Rotom at East Province Area Two.
Make sure to bring a Pokemon that can inflict a status effect to make it easier to catch.
You can find the Rotom Catalog for sale at the auction in Porto Marinada. The price starts at ₽500, so it is best to get the item at a reasonable price.

All Rotom Forms and How to Change
Wild Rotom will always have either Ghost or Electric Tera type, so if your Rotom has a Ghost Tera type, you will need to have 50 Electric Tera Shards, and bring it to Medali to have your Pokemon's Tera Type changed.
If it has a different nature, you can use Modest Mint to change its nature to Modest.
The easiest way to get this is by buying it from the Chansey Supply shop at Mesagoza for ₽20,000.
How to Change a Pokemon's Nature
If you have the money for it, you can just buy 26 HP Up (for HP), 26 Calcium (for Sp. Atk), and an Iron (for Def). All of these items can be bought at a Chansey Supply shop and it will cost you ₽530,000 in total.
Alternatively, you can use Power Items that you can buy at a Delibird Presents shop for ₽10,000 each. Have your Pokemon hold the respective Power Item while defeating the Pokemon listed below.
