The best ability for Gardevoir in Tera Raid Battles is Synchronize - causing the opposing Pokemon to receive the same status condition it gives to Gardevoir. This cripples the opposing Pokemon without having to use a turn to inflict a status condition.
We also recommend getting a Gardevoir with a Fairy Tera Type because of its immunity to Dragon and the boost it gives to its Fairy-type STAB. As a Support Pokemon, an Impish nature would be best, as it needs the Defense boost rather than a Special Attack boost since it won't need to attack.
Tera Raid EV spreads should lean towards a bulky defense to help with survivability and to support your team longer in the field. Max out your Defense and HP EVs, while adding the remaining EVs into Special Defense. The Light Clay would make Reflect and Light Screen linger longer in the field; decreasing damage taken from the opposing Pokemon.
Start out a Tera Raid Battle by using Helping Hand to boost your allies' attack. Follow it with Reflect or Light Screen to mitigate damage from the opposing Pokemon. If you see that your allies have low HP, use Life Dew to heal them. Otherwise, use cheers to further support your allies.
Set up Light Screen and Reflect again when they're no longer in the field.

You can catch a Kirlia with a Fairy Tera Type near lighthouses and cities like Port Marinada and Levincia. Check every Kirlia that you catch to make sure it has the Fairy Tera Type. Otherwise, keep catching until you find one.
Afterwards, level it up to Lv. 30 so it evolves into a Gardevoir.
When trying to catch a Kirlia, make sure to bring a Pokemon that has False Swipe and can inflict a status effect to make it easier to catch.
If it has a different nature, you can use an Impish Mint to change its nature to Impish.
The easiest way to get this is by buying it from the Chansey Supply shop at Mesagoza for ₽20,000.
How to Change a Pokemon's Nature
If its ability is different from our recommendation, you can use an Ability Capsule to change it.
This item can be bought at Chansey Supply shops for ₽100,000.

If you have the money for it, you can just buy 26 HP Up (for HP), 26 Iron (for Def), and 1 Zinc (for Sp. Def). All of these items can be bought at a Chansey Supply shop and it will cost you ₽530,000 in total.
Alternatively, you can use Power Items that you can buy at a Delibird Presents shop for ₽10,000 each. Have your Pokemon hold the respective Power Item while defeating the Pokemon listed below.

After EV training it, head to Montenevera and talk to the man with an Abomasnow near the Pokemon Center. He will hyper train your Pokemon using Bottle Caps.
A Bottle Cap can be bought at the Delibird Presents shops for ₽20,000 after getting 6 Gym Badges. 1 Bottle Cap is needed for each stat that will be maxed out.

Next, level it up to 100 to maximize its stats. The easiest way to do this is by farming Exp candies from Tera Raid Battles.

Lastly, give it a Light Clay to prolong the effects of Reflect and Light Screen; decreasing damage your team takes from the opposing Pokemon.
This item can be bought from Delibird Presents shops for ₽20,000.
Life Dew is a move that Gardevoir can learn at Lv. 23. If you're way ahead this level, you can have Gardevoir remember the move by going to the "Moves and Stats" menu and pressing A.
