Water Tera Blast is also boosted in Rain, which helps it against Rock and Ground-types.

This Kilowattrel build is best played alongside Garchomp, letting them use their Disquake Combo.
Disquake is Garchomp using Earthquake next to a partner who is immune to it, while its partner (in this case, Kilowattrel) uses Discharge.
Tailwind is run so that Kilowattrel and Garchomp can go toe-to-toe against Murkrow and Garchomp leads, while Protect saves Kilowattrel's Focus Sash from Fake Out.

Kilowattrel is outsped by very few Pokemon outside of Tailwind. Notably Electrode, Dragapult, Barraskewda, Eiscue and Jolteon.
This means that Kilowattrel will usually get attacks off first against most of the roster of currently available Pokemon. (Iron Bundle, Flutter Mane, Chien-Pao, Koraidon and Miraidon also outspeed Kilowattrel).
In Ranked Battles where opponents cannot see your sets, a well placed Ice Tera Blast into the Garchomp slot can turn the battle in your favor by taking out a key Attacker.
Because of Kilowattrel's poor defenses, it is often good to preserve its HP and keep it as healthy for as long as possible.
Kilowattrel is best in team compositions with teammates that can either switch in and tank hits, or further boost Kilowattrel's Offense (like through Rain).

Pelipper can set Rain for Kilowattrel, boosting the accuracy of its moves. Its low Speed Stat lets it use U-Turn last so Kilowattrel can come in safely.
Palafin also takes advantage of Rain with Rain boosting the damage output of its Water-type Attacks.

Kilowattrel and Garchomp can use Discharge and Earthquake alongside each other. This makes for a combo that's difficult to beat, unless our opponents run Wide Guard.
Sylveon can cover for Garchomp and Kilowattrel's shared Ice weakness, while Amoonguss can provide valuable redirection to the whole team with Rage Powder.
Electric and Flying are both easy enough to wall.
Tyranitar takes ignorable damage from both, while breaking potential Focus Sash with its Sand Stream.
Kilowattrel's Speed can be outdone by Priority Moves. Use these to move before Kilowattrel and damage it before it gets to attack.
Priority Moves will make quick work of Kilowattrel as well as break potential Focus Sashes that Kilowattrel may usually have.
