The best Pokemon to beat Lacey are Metagross, Excadrill, and Wash Rotom.
Get them up to Lv. 100 and make sure to EV train them to have an easier time defeating Lacey.

Excadrill and Wash Rotom can use Earthquake and Discharge alongside each other because they are immune to each other's attacks. While Earthquake and Discharge are not super-effective moves, these will be enough to score KOs on Lacey's leads if Excadrill and Wash Rotom are at high enough levels.
Metagross is a strong matchup against most Pokemon in Lacey's entire team, being able to hit all Pokemon except Primarina for super-effective damage.
Double Battles often require players to make use of strategies and Pokemon that synergize together. This synergy can come in many forms, such as simply having complementing typings, or Pokemon with synergistic strategies that work with each other. Pokemon that see the most play in competitive battle are often Pokemon that work in any and most teams, but sometimes having strategies and cores built around specific Pokemon can lead to success in battling.
