How to Unlock 1-Star Raids

Unlocked After Leaving Mesagoza City

Eevee Tera Raid - Pokemon Scarlet and Violet (SV)

You can start going on 1-Star Tera Raids as soon as the Treasure Hunt begins and you can leave Mesagoza City. There will already be a few Tera Raids available for you on your way to Cortondo, which is usually where other players go to fight their first gym leader, Katy.

Bring Pokemon That Counter a Tera Type

1-Star Tera Raid Battles are usually easy to finish because the Pokemon in them are relatively low-level. You can do them solo with 3 AI companions, or you can do them in co-op. But remember to mind the wild Pokemon's Tera Type, and to bring Pokemon that have a type advantage against them.
