Using Sandwiches to increase the enounter rate for electric Pokemon will cause a Pikachu to spawn more frequently in the area surrounding Medali.
If it has a different nature, you can use a Modest Mint to change its nature to Modest.
The easiest way to get this is by buying it from the Chansey Supply shop at Mesagoza for ₽20,000.
How to Change a Pokemon's Nature
Pikachu caught in the wild, as well as the Flying Tera Type Pikachu you can get as a Mystery Gift, has Static as its Ability.
You need to use an Ability Patch to change it to Lightning Rod which isa a Hidden Ability. This item is a possible rare drop from 6-Star Raids, as well as special 7-Star Tera Raids.
Ability Patch Location and How to Get
If you have the money for it, you can just buy 26 Calcium, 26 HP Up, and 1 Zinc. All of these items can be bought at a Chansey Supply shop and it will cost you ₽530,000 in total.
For the physical attacking Pikachu build, you'll need to buy 26 Protein to max out its Attack.

After EV training it, head to Montenevera and talk to the man with an Abomasnow near the Pokemon Center. He will hyper train your Pokemon using Bottle Caps.
A Bottle Cap can be bought at the Delibird Presents shops for ₽20,000 after getting 6 Gym Badges. 1 Bottle Cap is needed for each stat that will be maxed out.

Next, level it up to 100 to maximize its stats. The easiest way to do this is by farming Exp candies from Tera Raid Battles.

Lastly, give it a Light Ball which doubles Pikachu's Attack and Special Attack. You can get this item as a possible held item from wild Pikachu.
Light Ball Location and How to Get
Nasty Plot and Charm are moves that Pikachu learns once it evolves from Pichu, and it learns Thunder once it reaches Lv. 44. You can have it remember these move by going to the "Moves and Stats" menu and pressing A.

7-Star Pikachu Tera Raid Event
To get a Pikachu with the move Volt Tackle, you'll need to breed Pikachu while holding a Light Ball. When done correctly, the newly hatched Pichu will then have Volt Tackle as a move.
