Hisuian Electrode's best Ability is Soundproof, which gives it an immunity to Sound-based moves, most notably, Snarl. Choice Scarf makes sure that it will always be the fastest Pokemon on the field, even faster than Booster Energy Iron Bundle, which it can outspeed and KO.

Energy Ball is a reliable STAB move for Hisuian Electrode. Though not the most powerful Grass-type move, it is still useful for KOing the likes of Gastrodon.
Volt Switch lets Hisuian Electrode switch out of the active spot, while dealing some damage. This is useful for breaking Focus Sashes on other fast and frail Pokemon.
Thunderbolt is another reliable STAB option for Hisuian Electrode, which can KO Iron Bundle and Gyarados.
Thunder Wave is a consistent means of Speed Control, and deserves a spot on this build despite it being a Choice Scarf build.

Ghost is the best Tera Type for this build as it can remove give Hisuian Electrode an immunity to Fake Out.
Best Ghost Type Pokemon for Ranked Battle
This build focuses on fast offense, so a full 252 are put into Special Attack and Speed. The remaining 4 EVs are put into Special Defense to slightly increase Hisuian's bulk on the special side, making it so it can take Icy Winds and Freeze-Drys a little better.
We also maximize Speed EVs and give it a Choice Scarf to make sure that it doesn't get outsped.

Hisuian Electrode will always be the fastest Pokemon on the field, especially with Choice Scarf making sure that it always has superiority in speed. This makes it so that it always outspeeds Pokemon like Iron Bundle, which it is meant to check.
Because it is forced to choice lock into Thunder Wave, having good switch-ins is a good option to have so that Hisuian Electrode can be fresh later on in the game.
Hisuian Electrode is best with teammates who can benefit from its Thunder Wave support. Pokemon with high offense, and middling speed are perfect candidates as teammates.

Hisuian Electrode can help Gholdengo outspeed faster foes by inflicting paralysis with Thunder Wave. Wash Rotom can switch into super-effective attacks meant for Hisuian Electrode, while Great Tusk can close out games by itself if it can consistently outspeed.
While very fast, Hisuian Electrode can still be 'outsped' by Priority Moves. The most effective of which is Fake Out, which can cause it to flinch and miss a turn to attack.
Ice Shard is a priority move that can also deal super-effective damage to Hisuian Electrode.
