The best ability for Leafeon in Tera Raid Battles is Leaf Guard. This allows Leafeon to not worry about Status Effects while under harsh sunlight.
We also recommend getting a Leafeon with a Grass Tera Type to further boost the damage of Solar Blade. As a Physical Attacker, an Adamant nature would be best.
Tera Raid EV spreads should lean towards bulky offense to help with survivability while still dealing as much damage as possible. Max out your HP and Atk EVs, while adding the remaining EVs into Sp. Def. The Shell Bell allows Leafeon to recover some HP after every turn.

Under Harsh Sunlight, Leafeon's ability Leaf Guard and Synthesis work extremely well. This allows Leafeon to safely set up Swords Dance or Growth, allowing you to reach +6 Attack easily, and using Synthesis to stay alive. Once Terastallized, you can knock out the Raid Boss in approximately 3~4 turns using Solar Blade.
Leafeon's Special Defense is not that great, so use Synthesis to heal whenever you are below 50% HP.

This Leafeon Tera Raid Build is an effective counter to Water, Ground and Rock Type Tera Raid Bosses. If the Tera Raid Boss is usually a Fire, Ice or Bug Type outside of Terastallization, perhaps consider a different build, as Leafeon will be weak to these Types as a Grass Type attacker.

The best ability for Leafeon in Tera Raid Battles is Leaf Guard. This allows Leafeon to not worry about being paralyzed when Pikachu uses Thunder.
We also recommend getting a Leafeon with a Normal Tera Type since it is the default Tera type of Eevee, and you don't have to change its tera type using Tera Shards.
Support Tera Raid EV spreads should lean towards defensive bulk to stay alive for as long as possible. Max out your HP and Sp. Def EVs, while adding the remaining EVs into Def. The Heat Rock held item allows Leafeon's Sunny Day to last for 8 turns instead of 5, so you don't have to worry about setting it up again.

Under Harsh Sunlight, Leafeon's ability Leaf Guard and Synthesis work extremely well. This allows Leafeon to safely use Fake Tears on Lurantis, effectively bringing its Special Defense to +6, thanks to Contrary. Use Helping Hand as much as possible to boost Lurantis' damage, and knock out the Raid Pokemon quickly.
This build and strategy can knock out the Raid Pikachu in approximately 6~7 turns, with the damage from the Contrary Lurantis. Having additional supports can end the raid faster, potentially knocking out the Raid Pokemon as early as Turn 4.

You can find and catch an Eevee at South Province Area Two. Eevee evolves into a Leafeon when given a Leaf Stone.
Make sure to bring a Pokemon that has False Swipe and can inflict a status effect to make it easier to catch.
If it has a different nature, you can use an Adamant Mint to change its nature to Adamant.
The easiest way to get this is by buying it from the Chansey Supply shop at Mesagoza for ₽20,000.
How to Change a Pokemon's Nature
If you have the money for it, you can just buy 26 HP Up (for HP), 26 Protein (for Atk), and a Zinc (for Sp. Def), or 26 HP Up (for HP), 26 Zinc (for Sp. Def), and an Iron (for Def) for the support build.
All of these items can be bought at a Chansey Supply shop and it will cost you ₽530,000 in total.
Alternatively, you can use Power Items that you can buy at a Delibird Presents shop for ₽10,000 each. Have your Pokemon hold the respective Power Item while defeating the Pokemon listed below.

After EV training it, head to Montenevera and talk to the man with an Abomasnow near the Pokemon Center. He will hyper train your Pokemon using Bottle Caps.
A Bottle Cap can be bought at the Delibird Presents shops for ₽20,000 after getting 6 Gym Badges. 1 Bottle Cap is needed for each stat that will be maxed out.

Next, level it up to 100 to maximize its stats. The easiest way to do this is by farming Exp candies from Tera Raid Battles.

Lastly, give it Leftovers to help Leafeon heal while you set up with Swords Dance. Leftovers can be bought at the Delibird Presents shop for ₽20,000. This item is available at the beginning of the game.
Alternatively, you can give Leafeon a Heat Rock if you plan on building it as a support.
