Assault Vest is chosen for this build so that Bloodmoon Ursaluna can increase its low Special Defense stat, further increasing its already immense bulk.

Full 252 EVs are put into Bloodmoon Ursaluna's HP and Special Attack, while the remaining 4 EVs are put into Special Defense, so that Bloodmoon Ursaluna can better take the occasional Hydro Pump.
A Modest Nature is chosen so that we can maximize Bloodmoon Ursaluna's Special Attack, but a Quiet Nature may be preferred in a dedicated Trick Room Team.

Alternatively, it could use a Stellar Tera since Bloodmoon Ursaluna is forced to use a different move after using Blood Moon, making it naturally synergize well with how a Stellar Tera works.

Fairy is the best Tera Type for this build as it can give Bloodmoon Ursaluna a resistance to Fighting-type Attacks, which it may have to frequently face down with Pokemon like Iron Hands and Urshifu being popular choices in the metagame.
Alternatively, Tera Normal will increase Bloodmoon Ursaluna's damage potential on its STAB moves, making it so Tera Normal is also a viable Tera option.

Bloodmoon Ursaluna also enjoys teammates that can consistently deal damage, as they can put opponents within KO range of Bloodmoon Ursaluna's attacks.

Bloodmoon Ursaluna is an incredibly strong but slow special attacker. Its Normal/Ground typing combined with its ability Mind's Eye makes it a potent threat to any Pokemon.
A good Flying-type Pokemon like Corviknight is great for Bloodmoon Ursaluna since it can cover for some of its weaknesses while also providing Haze and Tailwind support.
Lastly, you would want a strong Grass-type like Rillaboom to help round out and cover for Bloodmoon Ursaluna's other weaknesses.

Dusclops can consistently set up Trick Room thanks to its monstrous bulk with Eviolite. It has access to Helping Hand, and a consistent means of dealing damage through Night Shade.
Bloodmoon Ursaluna also improves your matchup against Chi-Yu Flutter Mane, being immune to Shadow Ball. It is able to threaten opposing Chi-Yu with Earth Power, and Flutter Mane with its Normal-type attacks which will be able to hit it thanks to Mind's Eye.
An improved matchup against Chi-Yu Flutter Mane makes it so Armarouge and Indeedee can come in and pose a threat.
Bloodmoon Ursaluna can easily get KOd by Attacks like Dragonite's Flying Tera Blast, or Scizor's X-Scissor because of its mediocre HP and physical defense.
