The best ability for Smeargle in Tera Raid Battles is Moody. While its other Abilities are great, Moody can be utilized better for its ability to randomly raise one of Smeargle's stats.
We also recommend getting a Smeargle with a Normal Tera Type because you don't need to Terastallize since you're working in the background. As a Support, Natures like Bold or Calm nature would be best to get your defenses as high as you are able to.

Tera Raid EV spreads should focus on making Smeargle as Bulky as possible. Max out your HP EVs, while alotting a few EVs into Speed. The rest of your EV should then be added onto either Def or Sp. Def depending on the Raid Event Boss' Attacking moves.
You can also give your Smeargle a Held Item to help it when facing off specific Raid Pokemon.

How to Make Best Smeargle Tera Raid Build |

You can catch a Smeargle with a Normal or Stellar Tera Type at the Terarium. There are fixed locations to find them in the Canyon Biome!
Make sure to bring a Pokemon that has False Swipe and can inflict a status effect to make it easier to catch.
If the Smeargle build you are following requires it to have a different Tera type, you will need to have 50 Tera Shards of the type you need, and bring it to Medali to have your Pokemon's Tera Type changed.

After EV training it, head to Montenevera and talk to the man with an Abomasnow near the Pokemon Center. He will hyper train your Pokemon using Bottle Caps.
A Bottle Cap can be bought at the Delibird Presents shops for ₽20,000 after getting 6 Gym Badges. 1 Bottle Cap is needed for each stat that will be maxed out.
Hyper Training: How to Increase IVs
Next, level it up to 100 to maximize its stats. The easiest way to do this is by farming Exp candies from Tera Raid Battles.

1 | Equip your Smeargle with Focus Sash to ensure it survives a hit. Optional: You can also opt to equip a Focus Sash on the Pokemon whose move you want to bestow. |
2 | Put Smeargle and the Pokemon whose move you want to teach in the first two slots in your party. If your Pokemon whose move you want to Sketch is slower than Smeargle, give it a Choice Scarf to bump up their Speed. |
3 | Head into the League Club Room and Save before talking to any trainer you wish. Note: You need to have finished the Mochi Mayhem Epilogue for Carmine and Kieran to appear in the clubroom. |
4 | Challenge them into a battle. If you haven't finished their Trade, you have to go through a few sets of dialogue first. |
5 | Once the battle starts, choose the move you wish to Sketch on your other Pokemon. |
6 | Choose Sketch on Smeargle. If Smeargle moves first, just reset your Save and retrain your Pokemon to make Smeargle slower than your other Pokemon. |
7 | Smeargle should now know the Move! You can use PP Ups or PP Max to get more uses for the move you just obtained. |
8 | At this point, you can just lose the battle or defeat the Trainer you chose. Make sure to bring strong Pokemon like Miraidon or Koraidon to quickly defeat them!. |
