As with all Past Paradox Pokemon, Walking Wake has Protosynthesis. But even without ways to trigger it, it is still an effective Pokemon on its own. Booster Energy with the EV Spread shown above will give Walking Wake a Special Attack boost.

Hydro Steam is Walking Wake's signature move. This gives it a powerful Water-type option that it can use against Sun teams.
Draco Meteor is an auto-include because of Walking Wake's high Special Attack stat and Booster Energy boost.
Hurricane gives Walking Wake an out against Amoonguss.
Agility will give Walking Wake enough Speed to position for a sweep.

Water is the best Tera Type for this build because Walking Wake will take neutral damage from its original weaknesses of Fairy and Dragon while boosting the damage output of Hydro Steam.
Best Water Type Pokemon for Ranked Battle
It is important to max out Special Attack and Speed for Walking Wake, as it needs to always hit hard and fast.
The remaining EVs are put into Special Defense to raise it by 1 point so that it can better take Special Moves.

Walking Wake's only ability is Protosynthesis. For this build, it will boost Walking Wake's Sp. Atk by 30% while it is under the Sun.
The item chosen for this build is a Life Orb. This gives Walking Wake a 30% damage boost to its attacks at the cost of 10% of its max health.
The reason why Life Orb is used over Booster Energy is because Walking Wake prefers to be on weather-reliant teams and it will get a Protosynthesis boost once the Sun is set up anyways.
Also, Booster Energy is better suited on other Paradox Pokemon like Flutter Mane or Quark Drive Pokemon that won't have Electric Terrain active.

Hydro Steam is its signature Water-type STAB move that has its damage boosted by 50% while the weather is either Raining or Sunny.
Draco Meteor is its strongest Dragon-type STAB move that does massive damage and can easily get a quick OHKO, although it reduces Walking Wake's Sp. Atk by two stages whenever used.
Flamethrower is its main coverage move that, when combined with its STAB moves, only Azumarill and Prmarina are able to resist.
Flip Turn lets Walking Wake switch out to one of its allies while doing decent damage in the process. Do note that this will use up Hydro Steam's Stellar boost if used after Terastallization.

Stellar is the best Tera Type for this build because it lets Walking Wake boost the damage of all of its moves without having to commit to a single Tera Type.
Note that while it's a Stellar Type, it will keep the defensive properties of its Water/Dragon typing.
A full 252 EVs are placed in Walking Wake's Sp. Atk and Speed to make it hit as hard and fast as possible. The extra 4 EVs are put into its Sp. Def to help round out its bulk.
A Timid nature is preferred to help Walking Wake outspeed as many Pokemon as possible. Do note that even with a Timid nature, it will still get a Sp. Atk boost from Protosynthesis due to how the tiebreaker rules work.
Alternatively, if you wish for Walking Wake to get a 50% Speed boost instead of a Sp. Atk boost from Protosynthesis, only put 244 EVs into Sp. Atk and put the extra 8 EVs into Sp. Def so that its Sp. Atk is one point lower than its Speed stat.

Water is the best Tera Type for this build, giving Walking Wake an offensive Tera, which allows it to take neutral from Fairy-type Attacks.
Best Water Type Pokemon for Ranked Battle
A full 252 EVs are put into Speed while 248 are put into Special Attack. This makes it so the final stat totals for Walking Wake's Special Attack and Speed are 176 and 177 respectively, ensuring that it gets a Speed boost from its Booster Energy.
The remaining 8 EVs are put into HP to give Walking Wake some extra hit points which may come in handy during battle.

With several ways to boost Walking Wake's damage output, such as Sun, Booster Energy, and Sun-boosted Hydro Steam, Walking Wake is sure to be an offensive presence that opponents should watch out for.
Walking Wake's counters are fairly common, so make sure that it does not go one-on-one with either of them. Flutter Mane and Iron Bundle both outspeed Walking Wake and are sure to give it a difficult time.
Use Walking Wake in Weather teams. One of the best things about Walking Wake is its ability to slot into Sun or Rain teams and be useful in both.

Pelipper can enter the battle and then U-Turn out, making way for Walking Wake.
Alternatively, Walking Wake can be a lead and immediately use Agility for a sweep. Iron Hands is a good switch in to Electric-type moves for Pelipper, however, it cannot switch into Fairy-type moves for Walking Wake.

Gouging Fire is a great partner for Groudon in Regulation I, as it is able to enjoy the benefits of Sun from its Drought Ability which can automatically trigger its Protosynthesis.
Walking Wake is a valuable Pokemon for matchups against Rain, as well as Rock and Ground-types.
Chien-Pao can help increase Gouging Fire's damage output with its Sword of Ruin Ability.
While Walking Wake sits at a comfortable 109 Base Speed, it is still outsped by other offensive threats. Pokemon like Iron Bundle and Flutter Mane would force it to Terastallize or risk getting KOd.
