Tera Raid EV spreads should lean towards Bulky Offense. Max out your HP and Atk EVs, while adding the remaining EVs into Def. Give it a Shell Bell to help Groudon recover HP when dealing damage.

Tera Raid Strategy

Groudon Tera Raid Turn-by-Turn Counter Strategy
Turns 1-3 Use Swords Dance to max out your attack.
Turn 4 Use Will-O-Wisp to lower the opponent's physical attacks.
Turns 5+ If Will-O-Wisp misses, follow up with a Stomping Tantrum. If it doesn't, use Precipice Blades instead.
Turns 5+ Keep using Precipice Blades to attack and use Stomping Tantrum if you miss. Once you have enough Tera Orb charges, terastallize and keep alternating between the two moves.

Start the Raid by using Swords Dance to buff Groudon's Attack. You can then use Will-O-Wisp to lower the opponent's Physical Damage output.

The main bread and butter of this build is Stomping Tantrum's ability to double its base power if a move used before it misses. By using Precipice Blades
along with Stomping Tantrum, Groudon will have consistent access to high power Ground-type moves!
