This Tera Raid build is meant to take on the Unrivaled Mewtwo 7-Star Tera Raid. It is specially offensive with Draining Kiss as a backup option to replenish HP, while dealing neutral damage to Mewtwo should Shell Bell's recovery not be enough.
Flutter Mane can match up well against Mewtwo because of its natural Special Defense, allowing it to take Special Attacks comfortably without quickly getting KOd.
Ghost Tera Type is chosen for this build to further boost the damage of Super Effective Shadow Ball.

Tera Raid EV spreads should lean towards bulky offense. Max out your HP and Sp.Atk EVs, while adding the remaining EVs into Special Defense.

Start the battle by using Calm Mind thrice to boost Flutter Mane's Special Attack and Special Defense.
Use Draining Kiss to replenish Flutter Mane's HP.
After turn 4, use Fake Tears two times to lower Mewtwo's Sp. Defense stat by four stages.
Depending on Mewtwo's behavior and when it resets stats, you may want to switch up the use of Calm Mind and Fake Tears.
From here, use Shadow Ball repeatedly, and terastallize once you have enough Tera Orb charge to deal even more super-effective damage.

This Fairy Tera Raid Build is also an effective counter to Fighting, Dragon and Dark Type Tera Raid Bosses. If the Tera Raid Boss is usually a Ghost, Poison or Steel Type outside of Terastallization, perhaps consider a different build, as Flutter Mane will be weak to these Types.

The best ability for Flutter Mane in Tera Raid Battles is Protosynthesis in conjunction with the held item Booster Energy. With this build, Flutter Mane's Special Attack will be boosted and allow it to be a formidable special attacker, thanks to the combination of its ability and held item which eliminates the need of setting up harsh sunlight.
We also recommend getting a Flutter Mane with a Fairy Tera Type because of its immunity to Dragon and the boost it gives to its Fairy-type STAB. As a Special attacker, a Modest nature would be best.
Tera Raid EV spreads should lean towards bulky special attacker to help with survivability during the raid while dealing as much damage as possible. Max out your HP and Special Attack EVs, while adding the remaining EVs into Special Defense.
This Flutter Mane build relies on using Moonblast as its main weapon, taking advantage of its high Special Attack stat and STAB, most especially when it is able to Terastallize. Shadow Ball and Mystical Fire can be used for coverage against Ghost and Steel-type Pokemon, respectively, while Fake Tears can be used to lower your target's Special Defense allowing you to hit harder.

You can catch a Flutter Mane, a Paradox Pokemon exclusive in Pokemon Scarlet, at Area Zero. They are commonly found in small and large caves, including the caves near Research Station 4.
Make sure to bring a Pokemon that has False Swipe and can inflict a status effect to make it easier to catch.
If you have a copy of Pokemon Violet, you can get your own Flutter Mane by trading with someone else who is playing Pokemon Scarlet.
If your Flutter Mane's Tera Type is different, you can change it to be Fairy Tera Type at Medali's Treasure Eatery for 50 Fairy Tera Shards.
If it has a different nature, you can use a Modest Mint to change its nature to Modest.
The easiest way to get this is by buying it from the Chansey Supply shop at Mesagoza for ₽20,000.
How to Change a Pokemon's Nature
If you have the money for it, you can just buy 26 HP Up (for HP), 26 Calcium (for Sp.Atk), and 1 Zinc (for Sp. Def). All of these items can be bought at a Chansey Supply shop and it will cost you ₽530,000 in total.
Alternatively, you can use Power Items that you can buy at a Delibird Presents shop for ₽10,000 each. Have your Pokemon hold the respective Power Item while defeating the Pokemon listed below.

After EV training it, head to Montenevera and talk to the man with an Abomasnow near the Pokemon Center. He will hyper train your Pokemon using Bottle Caps.
A Bottle Cap can be bought at the Delibird Presents shops for ₽20,000 after getting 6 Gym Badges. 1 Bottle Cap is needed for each stat that will be maxed out.
Hyper Training: How to Increase IVs
Next, level it up to 100 to maximize its stats. The easiest way to do this is by farming Exp candies from Tera Raid Battles.

Lastly, give Flutter Mane Booster Energy to activate its Protosynthesis ability and boost its Special Attack stat.
Having it hold this item will remove its dependency from having harsh sunlight active in the field, and allow it to have a boost in Special Attack right at the start of the raid.
Booster Energy can be picked up in Area Zero during The Way Home. It is located inside Professor Sada or Turo's lab.
Shadow Ball, Mystical Fire, and Moonblast are moves that Flutter Mane can learn at 42, 49, and 84 respectively. You can have it remember the move by going to the "Moves and Stats" menu and pressing A.
